Origin/Government & Ethics Question

Does any one know why you pick origins before you pick governemnt and ethics? Some origins require specific governemnt and ethics, but there are no government and ethics that require specific origins? would it not make more sence to pick governement and ethics before origins? so you dont have to bounce back and forth.

I think it's helpful to not think of empire-building as a strictly linear approach. Some people will want to build an empire concept around their primary species, some around an origin, and some around their government and ethics. Some will also be like me, as I flip between them all before settling on something I think sounds fun in the moment.

With that said, the current setup is a fairly linear one - you establish your species' characteristics, then that species' path to the stars (i.e. origin), followed by its government and ethics, and finally the details like flags that bring it all together.
