If you manage to form the Roman Empire before the start of the Viking Age in the Charlemagne start, is it then impossible to ever form the Varangian Guard? I managed to do this, and now the option to organize them has never appeared. Not sure if this would be a true bug, but it seems like they should still be able to be organized since the Roman Empire can only be created as an extension of the Byzantine Empire. Also, if I can't create them will they ever exist?

Found the answer in the code. You do have to be Basileus of the Byzantine Empire, and the Roman Empire is excluded. I'll just make a mod so I can still have them in my save.

I'd actually argue that being the roman emperor should qualify you for forming the varangians. I'll add a minor issue to the internal database regarding this.
