I am very new to the HOI3 world but am enjoying it very much.
Right now I'm playing as the soviets and getting pushed back by the Germans. One thing I noticed is the organization of the Germans is 60-80% My soviet troops are at 40-48%. I know officers and techs help with these boosts. Is there anything I can do to bump up org? My officer percentage is around 110%.

Any tips are greatly appreciated

Org is affected by a couple of things. Techs - each level gives your units 5 extra base points of org. Army Level Commander - when in range of Army HQ, a unit's org is increased by Army HQ commanding officer's skill level. After adding all these up and adding unit's base org level (usually 30), it is then multiplied by your officer ratio. Then, if a unit is a reserve unit, its org is multiplied by your draft laws level (when not at war) - volunteer army is 0.25 multiplier, while service by requirement is 0.90.

The "Warfare" doctrine (I forget the full name of it) adds directly to unit ORG, which adds up to quite a bit after 2-4 levels of research at 5% each. A division commander adds his leadership rating as well, and that all-important officer ratio is a major factor.

Also organization regain is determined greatly influenced by infrastructure, so that's one of the reasons why China benefits from quality over quantity (more units = more regain overall).

Thanks for the tips. Organization seems to be a huge factor in battle. If you're unable to get the org you need and the army you're going up against has more than you, what can you do combat that?

Have more units then them. Your units will be able to rotate in and out of combat more often, regaining their org, while the enemies will stay in combat longer, regaining org much slower.

Add more units into a battle. There is a combat reinforce chance.

You also want the techs that recover organisation fast which are morale technologies in Land Tech Tree. Apparently higher officer ratio also recovers organisation quicker.

There are instances, when you should just wear the enemy down. Attack with a group, lose the battle, attack again with new divisions, that are rested - rinse and repeat.
