I am trying to play WW1 and to use tactical bombers 1914, but even if the area is supplied, the organization of the planes has "daily regain: -0.24". It never grows, what is the matter with it?

Maybe your airfield is too small for more than one unit. Try to rebase one bomber to another airfield.
