Two of my areas on the map have some orange and white hash marks along the border line, what does this mean?

The hased line means:
There is a Frontier Outpost there.
Note that people that clear landmarks automagically get a free frontier outpost there, so there is no easy clear-stealing.

which would mean you have a claim on the sector. You will be able to annex it without an army in this case
Sorry, but claims a whole level down from that. A sector can be:
- annexed
- frontier outpost but connected (not sure if that allows global stuff like cosmite to flow)
- frontier outpost unconnected
- claimed - wich means near a annexed sector or frontier outpost
- unowned

AFAIK frontier outposts simply give you a claim on the sector, which means if someone else wants to annex or claim the sector you will be awarded a casus belli.
The frontier output grants no ressource income, however as said, as the claim already exists you can annex a Sector without an Army, IF a Settlement exists. If not it can still be perused on a later or is a matter on stopping another faction from annexing the sector.

Not that i mind being wrong but i would need more to go on.

Nope. Frontier outposts have a garission, a full border and claim nearby sectors, just as any annexed sectors.
However they do not produce resources*.

Someone grabbing your claimed sectors gives you as casus beli and denouncing reason.
Someone taking your frontier outpost means you are at war.

Annexed > Frontier Outpost > Claim > nothing

*I hope there is a exception for stuff like cosmite if it at least borders a annexed sector
