Option to Force Religion not available?

Center of Reformation appeared in Berg.
I already had claims there and declared war, but to my surprise the force religion option is not available.
The country is not too big, I forced religion on bigger nations.
The CoR is also in the capital so this was suppose to be an easy convert...

Anyone know why this option is not available?

I just figured out the state religion is still catholic, this game is so confusing sometimes xD

What determines when they switch state religion, the CoR is in the capital of their 2 provinces?

What determines when they switch state religion, the CoR is in the capital of their 2 provinces?

Things like national ideas and idea groups can affect it. If they aren’t suffering any malus, they may not convert. Rebels can force convert. Government types also seem to play a role. I’ll see theocracies stick to Catholic quit a bit. You may need to wait a bit so rebels can pop and enforce.

I actually build a spy network and supported rebels, had good hopes as they occupied their capital for quite some time.

Till my ally decided to stackwipe the rebels while passing through when we were at war with a different nation...

Are you sure? I saw protestant Cologne, Mainz or Salzburg in many games. Maybe they are less likely to convert but they can

Had a similar issue in an Austria run where Riga refused to convert to Protestantism despite being the CoR, in the end I conquered him and released him, which, because over half his cores are protestant, should release him as a protestant nation. You can then force convert them.
