Thx for your reply. I was playing my first game and had just passed the last milestone (90K pop), so I wanted to unlock as many monuments as possible. But getting 50% unemployment in such a big city happened to be a pain, as bulldozing a big chunk of all industrial, offices or commercial squares seemed (and actually is) very tedious.
I actually restarted a new game and
1) learned that once you have unlocked a building in a game it is unlocked for all games (i didn't know that)
2) waited for my city to reach level 4, then bulldozed everything that provided a job, and got the oppression office unlocked :)

So problem solved.

I have a question related to your answer though: what do you call mass de-zoning? Can you de-zone without bulldozing?

Yes you can also dezone and the buildings that get "dezoned" will disappear quickly after that. It's much quicker from my experience.

Another tool that comes MIGHTY handy in this game for situations like these is better bulldozer, which lets you drag an area to bulldoze everything in that area. You can even filter what exactly you want to delete in that area (trees only, or roads only etc...). I recommend you try it out.

The last zoning option is for de-zoning. If you use the little box tool, and drag it over a large area, everything in it will be de-zoned, and as medpou mentioned, the buildings will all disappear shortly after.

You managed it but in case someone else finds this thread for future reference I have a couple tips.

First in regards to the oppression office itself services employ a lot of cims. The easiest way to get 50% is to overzone residential, let those build up then tear out your schools, medical and police.

Second you can do any of the unlocks that require tanking your city (like the unemployment or sickness unlocks) or doing something very inefficient then reload a save of the same city and keep the unlock.
