As it is, there is, the game allows siege assaults at either under 6 fort level, unlimited, or never. Clearly, however, this is in the interest of balance, because there is no basis in reality for being unable to assault a fortress, if one is willing to sacrifice enough troops. However, there is definitely basis for the opposite, that is to say, being unable to take a fortress except by storm. The main reason a drawn out siege is effective is because it places a limit on food, and sometimes water. That said, it is quite possible, though rare, for a holding to be self-sustaining. Water is easy, because of wells, but even food is possible. Furthermore, if it is coastal, it should be quite simple to last in a drawn out siege indefinitely so long as there is no blockade.

TL;DR
Add an option in the siege assaults game rule to make forts with enough fort level (or under other conditions) only takeable though assault.
