Give them Constantinopel if you hold it. Ai is fast tracked to always pillage capital. So often it will not peace out if you hold the enemy capital without a claim or core on it. Ai has become even worse with that mechanic im peacing out.

Part of the "every war must be a total war" problem that EU4 has had for a long time. Hopefully EU5 will be better in that regard.

Since this example is about Serbia take the following scenario: There's a fort in Zeta and you want Kosovo (everyone wants, or should want Kosovo). If you haven't capture the fort in Zeta you won't be able to peace out for Kosovo even with 90% warscore as you'll have a neg 1000 malus to the peace deal. Fortunately, the explanation for the red X on the peace deal will point this out to you.
This is flat-out wrong. You need to occupy a fort "in the area" to demand Kosovo, but any one will do. It doesn't have to be the closest one, so Constantinople or Thessaloniki works as well. In the context, "area" doesn't mean state - it means anywhere within the same country that doesn't cross a country border or strait.

If you were a OPM and a massive ally was carrying you through a war, you would not want to peace for less than 99% WS either.

The problem of course is a human player cannot communicate to an AI that they will defend them but won't help them expand.

Victoria 2 had systems where a Great Power would often assume war control from a tiny sphered nation. But, like a great deal of Victoria, it was very flawed and exploitable where you could really screw over your supposed ally without reasonable cause.

For EU4 one could add a rule where an ally with over 90% War Contribution and 50% bigger than war leader can assume leadership only when they are winning, only after 1 year of war. But that's such a complicated rule it makes we want to uninstall EU4 and start up Civ6.

Good tip for defending useless minors as a major ally is to let their capital and their entire country get sieged down and refuse to liberate it, instead focusing on getting more warscore from battles and enemy occupation. This ensures their war enthusiasm is rock bottom, meaning they will want to peace out ASAP. As long as you ensure that the warscore never dips below -10%, the opponent can't take advantage of this desire for peace as they are unable to make any demands beyond white peace.

So, if you open up the war overview screen you can see each country's war enthusiasm, and hover over the high/medium/low description to get a number and breakdown. What's Serbia's, and what's Ottomans's? War enthusiasm increases the amount they're going to demand/reduces the amount they're willing to give, so if the sum of the two warleaders' war enthusiasm is positive, no peace deal can be acceptable to both sides. And there's a penalty to acceptance for "demands exceed war score", so if the winning side has positive war enthusiasm (so they'll want more than the current war score to end the war) and the losing side has slightly greater negative enthusiasm, they'll be willing to give some more than the current war score, but possibly not as much more as the winning side wants. Although, this is assuming AIs make peace with each other like they do with players, idk if anyone can confirm if that's true or false?

Anyway, OP, see if you can post the war enthusiasms? It'll probably help make sense of things.

As others have said, giving occupation control to Serbia could help as once they get get their cores back they should go for it. In fact giving all occupation to war leader is usually best.

I think those last two / others that have said the same have it - I need a combination of moving occupations to the minor, and attempting to manage war enthusisasm.

My last few games I've just ignored the Ottoblob - played as Holland, Spain, Prussia; Aztects, Ethiopia instead !

Flipping some provinces might do the trick. Or it might be that Serbia simply thirsts for blood, especially if their War Enthusiasm is still high, or they have that damnable "Making Gains" modifier.
