Everyone disagreeing with me saying that civilians were collateral damage ignore the very next, crucial context sentence which says "This is what it is used for ingame". I do not wish to discuss real-life terror bombing because this is against forum rules.
Strategic bombing INGAME is okay because you target factories, roads, ports and railways. You can't infect a factory with a biological weapon, you can only hope to kill enough people so nobody can work in them.
Therefore, INGAME, strategic bombing is a valuable strategic/tactical tool without being 'genocidey' while biological weapons, in order to be useful, must kill a very large portion of the population.
