operation Barbarossa won't happen?

Almost all of Europe minus Spain, Finland, Britain and Ireland have been conquered by axis, now Germany and me (Hungary, controlling most of the balkans) have put our troops on the Russian border, It's been like this for all of 1941 and now It's December. I read somewhere that the AI won't attack If they think It's a suicidal decision but the troops are pretty even, and this isn't even with the other European axis members (Greece, Italy and Norway) helping out yet. No other European wars are going on, so I've just been sitting here. Vichy France was taken over at about April. Do I as Hungary have to declare war on Russia or...?

If you want to force the issue, then yes, you could DoW the Soviets to get things kicked off. IIRC the German AI doesn't place a lot of weight on the other Axis nations when it comes to the decision to launch Barbarossa, so that might be part of their reluctance. Also, if they have some other conquest in mind first, e.g. Yugoslavia, but just haven't gotten to it yet, that might also be causing them to dither when they perhaps should not. I don't know if the AI files have any calculation about launching Barbarossa in winter, but that might be another factor I suppose.

I've seen the AI attack USSR as late as April 1942.

Now, if you attack first, you might decide to call other Axis powers with a general Call to arms to your allies. Which means Japan might join - which usually doesn't happen when Germany launches Barbarossa as some kind of private war

as practically all of europe (other than Spain, Finland, Britain and Ireland) have been annexed or occupied so I'll probably just start it myself in that case.
