Seems like the San Fran one is one that doesn't like to work. But go one base down, and it works fine.Can confirm that there definitely is an instance when clicking the upgrade-to-capital button does not work (it is there, but does nothing when clicked). Can't reproduce consistently though.
It might be that it happens when some section of the rail has not been converted yet, or if parts of the route to be upgraded are held by an ally.
It's in the thread title, c53dJust a quick "still getting false positives for low supply" - but I've finally worked out how to repro it (deleting air wings can trigger a "very bad" supply alert - I can dig this, aircraft are cool, so when they're deleted the region is suddenly facing a sudden deficit in coolness supply) - reported here (it's obviously not a game-breaking issue, but might be an easy fix?) :
