Uhm..why do you need more for 'in the starting setup'.? (EDITED, CLARIFICATION) I cannot fathom how many armies Greece might or should have at the begin of the game but she is certainly not in the same league as Britain, Germany or USSR. For the situation of Greece I could assume the FM commanding the whole Balkans theater, one General defensively and one for an offensive army. Or you save the influence and buy another generic one and groom him. I do not understand the problem?! Every country in the game has less generals than the corresponding armies had. If you wanted to play Germany accurately with all generals..well, have fun because they had what in WW2? Roughly one hundred? More?

If you invite the Republicans back (first pick on the left tree after putting the king under house arrest and winning election) you get a bunch of generals and advisors.

Because the traits of these generals are quite poor, 1 attack 2 defence etc.
And...so what? Is there a law that states every country must have a level 4-5 general? You can always groom them. Great - I want what you wish for Liberia as well. And Uruguay and Albania. See where this goes?
Frankly: Playing one of the Balkan states during WW2 is challenging - or should be so. You fight for survival as you have the 'conquer me!' - sign on your back and all factions are looking your way because your land fits their plans for expansion nicely. For the evaluation of the generals...I do not know whether they were geniusses. I guess some represented are overrated, some underpowered and some wrongly depicted. We could argue endlessly about this.

Agreed entirely. I love that they add so much flavor and extra options for minor nations, but we don't need power creep. Playing as minor nations in WW2 should be hard, and I'd be disappointed if they handed little nations heavy-hitting, high-skill generals all around.

The Venezelists have some amazing generals you get if you go for putting the king in house arrest. Plus if you manage to befriend the fascists and communists you get even more of them since many of them are tied to having good relations to political faction 'X'
