It isn't good, especially if you war against a huge country. But it is so.
But in EU2 it is changed a bit. Ask others about this, because I don't have the game yet.

Bad news: No, it's hard-coded.

Good news: In EU II, this limitation no longer exists.

No, in Eu2 you can take the entire country except the capital province in one go, then take the single remaining province next time.

With a bit of luck your enemy's government falls while you control a lot of his provinces, then you get to keep the ones you control.
Hard to do willfully though.

There is a (almost cheat) way of doing this... Capture a province with a religion which you tolerate very little right next to your enemy's capital. Let it revolt, let the city fall. Then move in as rebels roam the countryside and capture province after province. When the rebels control enough provinces the government falls. I think it works for you to take rebel provinces, since this lowers the number of rebel controlled provinces, compared to those controlled by the opponent. If you do a good job in butchering his field army, rebels will usually prevail and since you capture all their provinces, you avoid the risks of a premature collapse and an automatic peace.

You mean it's in 1.02? ;) Seriously - others mention it as a cheat, since it takes advantage of the AI never caring about the rebels on their home turf... :)

Did it first time as the Turks against the Persians, and told people how lucky I was... Then everybody told me it was the oldest trick in the book. I had a great time exploring it, though... I thought I was breaking new ground, so maybe I was, in fact...
