Units "on the front lines" should have some attrition-like effects applied to them, due to patrolling, skirmishing, shelling, etc that goes on.
Basically, once a full-org unit hits the front, it slowly drains org down to a cap of 2/3s full organization.
This means that attacks should be prepared BEHIND the front lines - your panzers hold back behind the infantry until the time to fight comes, and then they race through and attack once they're fully reorganized and so forth.
