A convoy of 10 transports ordered to carry oil, coal, steel, rubber and supplies can carry 20 of each.
If its ordered to carry only one of these goods, it can STILL only carry 20, instead of 100.
One would think that there was a total amount of space onboard the convoys and that it got distributed among the goods to be carried. But apparently not.
It would make a certain amount of sense for oil, since you need tankers to ship crude and fuel and you COULD consider that only one in every five merchant ships is a tanker. But for the other goods it makes no sense at all.
I'm suspecting this is actually WAD, but it shouldn't be, IMHO.
