On tech levels

Is it possible to redefine what they offer (bonuses and stuff) and what they cost ("research" cost)? Is it possible to add new techlevels?

1. What kind of bonuses? CRT improvement? Fire value? Fort levels? Possibility to build certain manufactories?
2. I think (can't remember if I've tested) that the cost depend on the year set in land.csv/naval.csv...

If the last techlevel was put at year 99999, would it be any effective (if the goal is to postpone the last achievement for a very long time)?
