On screen tearing and faces jumbled

Got a new PC recently and when I went to play Crusader Kings 2, I seem to have faces popping up on the screen and the faces are all glitchy. They keep flickering and popping up all over the face. I don't even know how to describe it. I've done fresh re-installs several times, even uninstalled steam several times, deleting all the folders. Deleted my settings file once to see if that works, and changing anything in the graphics options yields no fruit. Also playing on steam. I'm playing on the latest version.

Please attach a dxdiag of your system, you can read below on how to do that.

• Open your Start menu
  (Windows 8 - Use the Charm bar(move the mouse to the top right-hand corner and slide down) and click on "Search")
• Type "dxdiag" in the search field (without quotes)
• Open the dxdiag program
• A window called "DirectX Diagnostic Tool" should pop up now
• At the bottom right-hand side, click on "Save all information"
• Save it to a place where you can find it easily, for example your desktop
• Upload the file and attach this file to your reply

Thanks, that worked. It kept telling me my driver was up to date, but I figured it wasn't.

Where was that being told? Windows Update or by in the overview of windows devices and drivers?
