Why is it I cannot form research agreements with my federation companions?
I would rather not help my enemies with that, and since I really want my science faction to give me more influence...

I turnet to the wiki to see if there's a particular need/reason for the option to be completely missing from the comms dialogue but I found nothing so far... I don't recall having this many problems finding a techy partner before, and I'm dubious about it just being a one time bad luck thing in my current run.

There was something I read (in the 2.2 dev diaries?) that Federations were supposed to automatically involve research agreements between all members. However, that appears to not actually be implemented.

While we're at it, why isn't an overlord allowed to sign a research agreement with his vassals/tributaries/subsidiaries?
Commercial pacts aren't allowed either, both because the receiving party must be independent.
