Two small fixes:
- Defeating pretender rebels = small increase in legitimacy
- Colonial nations should start with a ticking negative modifier to liberty desire. Start at -100 and tick 1 down each year. This will prevent colonial nations breaking free in a heartbeat if the mother nation gets into problems, and simulate the close ties being loosened over time
