So in my most recent playthrough I noticed that all de-jure empires have a special creation condition (Never). Forming an empire through decision does not seem to replace the previous de-jure empuire, nor does it seem to become de-jure over time.

Is such behavior intended, or did I break something during the download?

Currently using the SVN version, revision 697 I believe.

You aren't typically allowed to create Empires through the traditional method because most Empires require multiple Kingdom titles in order to be created, and are created in the Decisions tab instead.

The Empire of Greater Argonia is a good example:

In order to even see the decision to create the Empire, you must be independent, not be an Emperor, the Empire of Greater Argonia can't already exist, you must have the landed title Kingdom of Argonia, and you must have at least 2 Kingdom titles to your name. Other Empires follow similar rules.

Thanks for clearing that up, I thought the change to the High Kingdom formation process changed the Empire formation process as well.
