I can't help but feel that there is a lot of inconsistency in the existence or non-existence of protectorates and semi-independent countries in the game.

First off, Oman exists for some reason, even though other parts of the British Empire in the region with basically the same status (Kuwait, Qatar, Trucial States...) are fully integrated.

Also, Egypt is completely integrated while Iraq is completely independent (if I'm correct) even though both had a similar status during the timeframe of the game - being formally independent countries with heavy British influence and British military presence.

In the case of Iraq and Egypt, I kinda understand that Iraq is independent to allow it to go the historical path and join the Axis while Egypt doesn't exist because of Suez and to make North African campaigns plausible. However, there seems to be no reason whatsoever for the Oman anomaly.

I'm not sure, but I would assume it's because Oman in comparison to the other states listed like Kuwait, is somewhat large and would actually have a small amount of power, whereas Kuwait would probably only be a extremely weak OPM, making it pointless to have in.
