As Rome, I tried to get control of Olissipo as a way to get horses. I intended to conquer both of Lusitania's provinces and take Olissipo for tribute. I know it's a long way off, but it seemed easier than some of the other options for getting quick access to horses. I backstabbed Massilia first and took Emporion to use as a forward base for the attack. I could have had horses by 490AUC, but events conspired against me.

On my first try, I conquered Lusitania and Olissipo and sued for peace. I was only allowed to annex Lusitania. Olissipo didn't appear in the list of provinces that I had conquered.

During the five year truce, Olissipo managed to start a colony in Turduli.

At my first opportunity, I provoked a C.B. and conquered Turduli and Olissipo.
Again when I sued for peace, Olissipo wasn't on the list and I took Turduli.

Is this WAD? Is it possible that when a nation has a small number of provinces (n), that only the first (n-1) provinces are listed as possible tribute? In other words, if a country is totally conquered, the last province taken won't be listed?

I think I conquered Olissipo second each time, but I'm not sure.

My assumption was that Lusitania was the capital, and Olissipo was only a province of Lusitania. After taking both of them, I was allowed to keep only Lusitania. I expected to see both of them listed and then be allowed to annex only Olissipo because Lusitania was the capital. Clearly, you can conquer and keep the capital province before all other provinces have been taken.

I think that the last province conquered is the one that you can't have until the next war. So, if you are about to conquer the last few provinces of your enemy, choose the order of conquest carefully so you leave the least desirable one for last.

If you demanded they pay you tribute, they would have been forced to accept trades from the neighboring province. Not the best spot to have to build Cav but it's better than none at all.

Read the back part of the manual, it states, that the

countries must be down to one province before you can annex them.

So bad luck they keep colonizing, another province ....
