The last few games I started the game with empires using a form of oligarchy(mainly plutocratic).
About 70 years into my first game I discovered agendas... now I wait for the first election 40 years in before switching to an advanced form because switching postpones elections by another 40 years.
However I have been thinking about getting an agenda even earlier.
Is an early emergency election worth the influence cost(250)? The agendas, apart from secure the borders, are quite useful although getting a shitty leader is always possible because buying the election would cost another 200.

My usual setup is huge galaxy, about half the usual number of empires because I like anomaly hunting(usually all advanced), insane difficulty, aggressive AI. I dunno if I can avoid getting crushed by the AI if I spend less on colonies, leaders and frontier outposts(mainly to reserve a planet or get a broken ringworld).

Well it depends. In my recent game, I had a leader with Nervous (negative fleet limit trait), and hardly enough fleet limit anyway as the Unbidden came. I think spending that influence to get rid of them and replaced with a capable leader with fleet capacity buffs was the best possible use for it.

If you have a reliable income of influnce and no way to spend it for some better gain (like gaia planed way beyond borders), I think it's a solid choice.

Agendas are great buff and you can pick a better leader if you want.

Is an early emergency election worth the influence cost(250)? The agendas, apart from secure the borders, are quite useful although getting a shitty leader is always possible because buying the election would cost another 200.
I would say it is worth it. Leaders in Oligarcheis are mostly there for the Buffs, and the Agenda is 1/3 of thier buff (in importance it might be closer to 50% of thier buff). It is basically a passive brother of Democratic Mandate.

However the cost might be a lot bigger then 250 Influence:
250 to Start the Election
200 to decide who wins
50 to repalce the leader you propably just lost to Rulership.
300/500 is actually closer to the real cost.

The Original ruler never returns to your active leader pool. It just vanishes, leaving you potentially with one ruler (wich might be a important one) less.
If you supported a Ruler at least once in democracies, they stick around after being voted out. And I just realised I have to try that with the Original Ruler, guy is generated with 4 Stars. Might have to deal with the luck of the generation for 20 years, but at least the 2nd half he got a Democratic Agenda.
