Citizens of Eutopia.

I herby command the coastguard to be ready to struggle against french provocations to our fishermen. I will also forbidden foreign fishers' to be on Eutopian water. The coastguard will board and visit all foreign fisherships who sails on Eutopian water and then escort them to international waters.

I will alsotell the Citizens who live near the coast to be careful and report everything that looks unnormal to the coastguard.

Minister,

I would like to create a position of Head of Customs. Eutopia is in desperate need of an inspector who can defend the homeland from exterior threats. The head of customs will prevent terrorist material from being imported via air and sea, as well as prevent stowaways from entering the country posing as cargo.

Position: Head of Customs would be underneath the Home Affairs dept. head, as well as the director of the Interior. The head of customs would be responsible for hiring any customs officials that the budget would allow, and would report all EUtopian customs violations to both the police, attorney general, and the military, if neccessary.

Responsibilities:

1) To ensure that all import and export cargo is transported in line within EUtopian regulations.

2) To ensure that proper duties are levied against all imported commodities, both to protect home industry, and to be a source of revenue for the government.

3) To advise all violations to the attorney general, so that proper civil action may be taken against all violators.

4) To advise the executive branch as to which nations will be most favored trading partners, free trade partners, and trade war/embargo nations.

Nomination:

I humbly nominate myself for this position, as I was a customs official in the old USA. I have experience in all matters pertaining to import/export, as well as transportation. I have worked as a federal/state employee in the past, so I am well aware of what is required of government employees. I do not have any political affiliation, so I am not opposed to working for an executive of any politcal persuation.

My ministry have investigated your two importent questions, and here follows my answers to your questions:

1. The best should be to pay another country to take care of them, then offcourse some country which we regartds as our friends. This country must also promise not to made any "dirty bombs" and not to sell the waste to anyone. My opinion is that the country we leave it to should already have nuclear weapons then they have no interest in producing any bombs of our waste. Another alternative is to place it deep into our own mountains, where and at which deep are the geologists right now investigating.

2. Well terrorist and others who want to take the waste, if we store it here in Eutopia should not be able to steal it. Because it will be placed deep in the mountains and be garded by the army of Eutopia.

Minister Baner,

Thank you for your response. I agree that export of the waste would be the most viable solution if a host nation can be found. Even if there is some expense involved in this, I believe that in the long term this is worth in considering the hazard of the waste's radioactive half-life, and the need for safe storage, will continue on for generations after we are both gone.

If we limit ourselves to only nations with nuclear weapons we may not find a host. But perhaps we can find an allied nation that has signed the nuclear non-proliferation treaty and has no intention of developing such a program? There might be cheaper options, but those nations probably do not have the stability we would need to guarantee the waste was not sold or used to develop weapons.

Concerning the situation with th French, I belive you are taking a wise course of action. I have found international law concerning the boarding of ships and have posted it in the government section. I think you are well within our national rights with what you propose, though I also think more action needs to be taken.

I believe a formal complaint will be lodged against France in the United Nations, but I do not this for sure.
