He didn't lost his money, he just couldn't care less about public transport efficiency. I even think what he is doing is against the law, no?

I put fences around my tracks in cases like that. If you cover your tram tracks that are not on streets with fences, it will avoid citizens using it as shortest route, because it won't be the shortest route anymore.

Would be nice to have a feature like in RollerCoaster 2, where you can pick up any person to drop it where you wish. This guy deserve to be dropped in the middle of the lake. :)

If the tram-track would be the quickest way to his destination, the game would mark every tram-track, even if it is noch build on the street, as walkable space for cims. Before that I never saw a guy walking straight through the forest.
But the funny thing is, that he is walking exact the route, that the tram would take him towards his destination. There is no need for not taking the tram.

Putting fences there is an idea. Next time I'll perhaps play with the BuildMod, in order to do that.

Picking a person and putting it somewhere would be really fun. Wasn't this feature avalible in RollerCoaster 1 already? With dropping some guys into the lake, I learned the english word "to drown". Never heard of that before.
But in CiM it would be something like a cheat. But a helipad on a little island without other connections and drop the people there. (Adjusting price for heli-rides before should be mandatory. ;)
