Reforms to improve the readiness of the military.
As you all know the large exercise that was held a my order a week ago showed some dismal performance by some unts and also to many mishaps including destroying habitat of endangered species.
This list is what can be done without increasing the expenditure since that is at this time out of the question.
1. Hold this type of exercise once a year. This is by far the most important thing.
2. Competitions between different units, this could work by a unbiased point system for different units.
Including for example, shooting, deploying, driving a fixed track rearming a plane and so on. The winners take home a price and if the units perform well in the final exercise the officers should be on the fast track to promotion. This should be incentive enough.
Officers that fail in training their troops should have a very hard time in getting a promotion.
3. Improving the officer training and the NCO training.
More time practicing using the equipment less time reading history or other less useful things.
4. Reductions in parts of the military to increase others.
For example we could reduce the normal infantry and move the funds to the mechinized units. Or mothball parts of the navy to pay for more maintainace on other ships.
These are the 4 major things that can be done.
If we went the way of increasing funds we could do much more.
However at this juncture i don't think that funding is the biggest problem but it is a large part of the officer corps that isn't doing their best. This was shown by lack of espirit de corps from the 113th mech Inf Regiment which is a unit with more money than the 211th Inf Regiment which showed a remarkable espirit de corps. This is a attitude change that needs addressing.
