You have to host off a save game. You have to hot-join. You have to load in one-by-one.

Each load in has to transfer the save, each save takes about 1-2 minutes to transfer.

In a 20+ man multiplayer game this is nearly a half hour for each game start.

Is there something wrong going on? Is this just how you have to do it? Does anyone know a workaround?

No, you do not load in one by one. Wait for everyone to request a hotjoin and then you can tick accept to them all and they all load at once.

Since players can hotjoin to take over AI empires in MP, can a single player save game that looks interesting be loaded and used to host multiplayer in a normal way?

Tested and a single-player save loads in multiplayer and can be joined by human players, who must then select an empire to play forward. Properly handled, this creates nice opportunities to accommodate schedule issues and to try interesting scenarios, such as "Let's attack the Fallen Empire!" or "can you survive this position?" or just bring in a friend to make a war more challenging that against a possibly predictable AI.
