2: by building factories (they take 5 IC to produce and 1 year on average). Each factory increases IC by 1. Also some of the technologies increase IC efficiency (the middle number of the three of the IC value in the top left of the screen) by certain percentages. Democracies at peace have a malus to production while at peace.

4: Ministers may have a bonus to reduce dissent globally, not sure if they do it locally. I think Garrisons are the only recourse (not sure on this one though)
