Okay, I give up ... Where is the setup.txt file so I can mod the starting government type of a country?

I'm trying to change the starting government type of a country and cannot find this setup.txt file anywhere, and neither can my computer. I just spent an hour looking through folders, and searching the forums for an answer to this.

I give up. Where are y'all hiding this? Thanks!

For me it is in steam/steamapps/common/ImperatorRome/game/setup/main/00_default.txt
Unless you meant something different. Just search for the correct Tag of the country you want to change.
