I'm playing a tall tech hoarding empire rn. Randomly, out of nowhere, a brand new one planet empire spawned on the opposite edge of the galaxy that had ALL MY TECHS AND SCIENTISTS. 15-20 tier repeatables given to some newborn savages for free. Can anyone explain me whether this is a bug or a feature?

I have had a similar thing happen to me during the Grey Tempest, where some random species spawned from being displaced somewhere by the Grey Tempest. Also, not only did they spawn will all techs and lots of repeatables, they had a second planet filled with hivemind pops from a nearby devouring swarm in the same system. it couldn't be that the devouring swarm let them inherit the techs because they were very far behind in tech.
