I haven't been looking at East Asia for a while, but now I want to play Oirat, eventually becoming the EoC. But I literally don't know where to start.

As of Japan, Oirat can't get allies besides Kara Del, Sarig Yogir and Buryatia, which are not that helpful. To expand, I'd have to attack Chagatai or Korchin, and they all get fairly strong allies. I can (and basically have to) become a Ming tributary so that Mongolia can't break free and (hopefully) Chagatai and Uzbek can't attack me, but that wouldn't help me with expansion.

So which way should I go? I can attack Korchin with Mongo's CBs and take the provinces for myself, but Korchin usually allies Jianzhou and I don't get allies, making them hard to fight. Chagatai usually allies two Sunni hordes so they're even harder to fight. But obviously I don't have better choices.

You don't really need allies. Your neighbours are hordes too but they don't use horse dominated armies. Never attack into mountains, avoid attacking into woods unless you have superior numbers, and you should be able to fight Chagatai+Yarkand and Uzbek, let alone Korchin and whoever they ally. If Chagtai gets more than one friend, attack Korchin ASAP and take the land for yourself. Then move on to Chagatai, preferably when they're at war if you're worried you can't beat them.

Also, de-vassalize Mongolia and just conquer it later. It takes literal ages to make it loyal and diploannex anyway
I actually got Mongolia loyal in a decade or so by developing its provinces a few (like 5 or 6) times. But I eventually gave up the game because the EoC went to Taungu. While this is obviously a horrible decision on their part, but I can't claim the mandate of heaven until I get a border with them.
