Form Mughals first, convert to Buddhism/Confucianism/Tengri/Animism, take the mandate and become Mughal emperor of China. After becoming Emperor you can change back to Sunni/Shia if you want, or any other religion.

Persia is not an end-game tag, isn't blocked by celestial empire and will remove it, and is not blocked from forming Delhi. Delhi requires muslim (solved by Persia event) and is not an end-game tag and is not blocked from forming Mughals. Then form the Mughals. You'll have to culture-shift uhh three times. Since Persia is converted by event, you could be majority another religion if you want and then easily convert back.
