Will oil be in? It was a great feature in Imperialism that made the game much more enjoyable for me. I hope it will be in Victoria as well. In any case, struggle for resources should be somehow modeled.

Oil is in HOI so why not have it here. Some provinces will probably get more of it over time though reflecting the fact that it's being discovered like it was historically. By 1920 oil was already a huge factor in the world.

Thats because you need very clean diesel oil to use it in turbins. Or else the turbin gets very dirty and efficiency and stability drop like a stone in water. Turbins were also quite new at that time and not very efficient so using diesel were not economical.

For most nations the additional flexibility / convienience they got from running on oil was a luxury they could not afford.
GB on the other hand had the worlds biggest navy by far and could afford to import oil for fuel (at least for the ships) without fear of blockade (until the U-boats)

Oil only became a strategic resources after 1906 when the Ropyal navy converted from coal to oil. Of course, the Mosul and Baku oil wells must be in the game. As must Mr. 5-percent Gulbenkian. But the Pennsylvania fields, Col.Drake and Rockefeller also has theirt places.
As must the production of oil from coal. In fact, the limited demand for petroleum products for most of the period made "synthetic" oil a viable commercial product.
In fact, the commercial module of Victoria must be based on the EU because demand changed over time due to technological innovation.
