Others have already brought up the movement penalty on oil-using units in low infra provinces. I agree with them. When armor and mot are the slowest units in the game in places like North Africa and the steppes of Russia, you know something is wrong. That, however, is not the purpose of this post.
The purpose of this post is to dispute the whole concept of the "oil-using unit." ALL modern divisions use oil. It is not a matter of "oil-using" vs. "non-oil-using." It is a matter of how much oil. Even leg infantry divisions have organic transport. They use trucks and command cars, and they have some tanks, TDs, etc attached to them.
Besides, they still have to have mass quantities of supplies brought to them, which requires trucks, etc, so there is no real reason for them not to be penalized as well.
Something has to be done, because I have a hard time playing a WW2 grand strategy game where armor is marginalized and mountain troops are the king of the battlefield.
