It worked fine in old HoI but in HoI2 it would not be oil->rubber but oil->rare materials. Rare materials could be anything like sulfur or tungsten. IRL oil -> rubber can be done but AFAIK you can not make for an example tungsten out of oil. Therefore the convention is logical in HoI but not in HoI2 and therefore probobly excluded.

Of course you are right, but rubber is a large part of rare materials, certainly more than 50% of all rare materials. And the USA alone produced in 1944 an amount of synthetic rubber, that would be equal to 50% of the worlds natural rubber production of 1941. This is simply so significant, that it should be in the game.

Well I wouldn't say impossible. In HoI 1 the conversions could be shut down. My guess is they have been shut down in one of the CSV files. If the conversion was turned back on this command would once again be valid.
