I would like to see an option similar to the dont reinforce/upgrade button for oil.
This would allow you, while playing a country that suffers from oil shortages, to allocate your oil reserves to certain units and keep those fully mobile.
It would also be useful to have a slide r in the industry menu that would allow you to set the amount of oil that gets distributed to your units, so you could create oil reserves for offensives.
