So as King of France I was just randomly assassinating Leaders when I saw this opportunity. One of the Prince Electors of HRE is married to Byzantine heiress. So long story short, after a couple of murders later, the Byzantine Emperor is set to inherit HRE throne...

Somehow after he inheirited both empires, he chose HRE as main title. Ah well, there goes the Restored Roman Empire Decision.....

I've had the same thing happen. The funny part is when the empires split up again, which they often will because of different succession laws (and I guess born in the purple will impact that as well now). When it happened in one of my games a few patches ago, most of the ERE - including the Ecumenical Patriarch and the Varangian Guard - decided to stay with the HRE after the divorce, and before long the Patriarchy was in the hands of a series of Catholic Germans.

The AI should never form Rome on its own, I'm pretty sure you need Tunis,Alexandria,Jerusalem ect to form it... and possibly be Orthodox.
He's a German so obv he's going to take the HRE title.
Still, it is nice to see a united HRE/ERE blob.

Hes German and Catholic. He couldn't because hes not Greek. I guess he flopped to HRE because its his primary culture or something? Is that a thing in CKII?

Have a character of the culture you wish your heir to be educate him.
