Good news, using Irfanview as Novapaddy said, kudos for him, i resaved all flag, shields and counters and now it's working, however, there are some issues with them, the first one:

Counters are made by ...making a 24-bit "counter" and passing it through the "counter-making program", and it spits out an 8-bit counter, which is game ready...

Looks like we'll have to use a different BEACH symbol... ?

Uh.. ok and how can i do that? GIMP and Photoshop only allow me to reduce it down to 16bit only... and irfanview allows me to reduce it to 256 colours (8bit theoretically) but it still is "psychodellic"

Sorry for the delay in getting back to you... You have to use the counter-maker program...

So you create your 24-bit counter, exactly as you want it...
then pass it and the dummy, through the counter-maker program, and it spits out a counter ready to use in game... there is no guarantee the colours will be exactly the same, but as near as.

Do you want me to post the counter... actually it is in my Tutorial posts...

EDIT;
The quickest way to get new counters is this:

Pick a counter from the palette that you wish to use.
Change the flag to the one you need it to be.
Make sure it is saved as 24-bit.

Pass it, and the counter dummy through the counter-maker program.. Sorry it is a ONE-at-a-time job! ELSE....you may find some counters in the RDD mod that may suit????

Well, flag and shield convertion is going nice, except for some flag issues where the green background does not disappear in game, but i guess that it's not a big issue.
Anyway, counters are still giving problems, as you can see from this screenshot:

the air force roundel can not be seen in game. I've read from counter making tool's readme that :

Counter Making tool readme said:
PS: The included 'hoi_counter_strip.bmp' can be copied to [GameDir]\gfx\map\ if you want the game
to use the roundel instead of the flag on your counters in the game for air force units.

But it is not included, maybe it is somewhere inside DH full folder?

another thing, after combining both counter file and counter_prototype with counter maker, it works, but the roundel appears half cut in windows preview:

I see what the problem is...................

MDS uses different counters to DH ... They don't have a roundel at all .. on the 32-bit counter-strip in gfx/map folder.

This is why you are not getting the roundel.
The flag is a separate item altogether, separate from the counter. I mean that little black flag..

You would have to load the MDS 32-bit counter strip into GIMP(?) or photoshop... and .. compare it to the DH strip, and you'll immediately see the problem...

But you can replace the "flag boxed area of pixels" with the "roundel pixels" if you want the roundel flag to show... BUT this will then create a problem for the in-game already counters...

.. you will to do ALL THE COUNTERS.. or, leave it alone...

I've checked the scenario_text.csv file, and added more text to many countries, but not all.
I've checked the Skins, and renamed as necessary, most were ok.

Hey boys! I am not an expert at moding nor do I have moding skills but I have a suggestion for sprites. Use the set used in this amazing AAR in the MDS for Hoi II. I dont know if there will be issues like the counter issue you boys are having but it would be cool to have APCs and tanks from the modern era on the map rather than either WW2 sprites or counters (which I dont mind but at the same time despise)

Fortunately i saw the error coming and i only would have to redo just three counter files.

Where are those files located? What's their name?

BTW i've solved the flag's green background problem.
