After a bit of testing, I think that advisors affect division by applying the formula
"country" modifier in combat = ( affected battalion count / all battalion count) * advisor effect.
I was testing for a regular infantery division (9/1+1) an genius artillery advisor (+20%) vs. expert infantery advisor (+10%).
Turns out, the artillery guy does nothing useful (well, + 2%) vs. the infantery advisor has at least some effect (+9%) - so for me the infantery guy is 4x more useful, even so his effect is only half of the artillery guy and ~40% of the damage comes from the artillery.
Can someone confirm this is indeed the behaviour?
If it is, I also want to complain about it, as I would find this stupid. Officer corps effects should apply on battalion level, as should ANY effects that target specific battalion types. For example, in this situation the artillery advisor would give +8.5% vs. the infantery guy +5.7%, which would much better reflect their ability.
EDIT: Further testing revealed, that support battalions do NOT count. Good to know. Also corrected typo (9/1+1, not 10/1+1).
