Whereas, the proper providing of government services to the people is facilitated by knowing how many people live in the cities, provinces, and the whole of the United Provinces of Eutopia, along with certain other vital statistics, be it therefore
Resolved, that the Ministry of Social Services (or appropriate successor ministry in event of a constitutional amendment renaming or changing the roles of various government departments) conduct or cause to be conducted a census, to be completed and published prior to the Term 14 elections, and every twelve [12] years thereafter, and be it further
Resolved, that in addition to tabulating the number of people living in each incorporated city and province, the census will gather and publish geographically stratified statistical information on age, country of birth, highest education level obtained, languages spoken, literacy, heritage, citizenship and home ownership. And be it further
Resolved, that all individual information collected in the census is hereby deemed private and confidential, and shall not be shared at an individual response level with other goverment agencies or others. That only summary information for cities, provinces, and the country as whole be made public.
Fiscal Impact: In terms where a census will be conducted and tabulated, the cost is estimated to be 0.1% of the federal budget for that year. If the projected budget is in surplus, this will be financed by a reduction in the surplus. If the budget is projected to be balanced or in a deficit, this will be financed by a temporary (one year) increase in the gasoline tax.
First Referendum Act
PREAMBLE
WHEREAS there have been calls to decide on the Eutopian Monarchy, and
WHEREAS those calls have largely gone unheeded, and
WHEREAS it is necessary to consult the people on such matters,
We, the General Assembly of the United Provinces of Eutopia do promulgate this act.
Article A - Proposed Amendment
The people shall vote on this amendment:
Article 1
a) To head the state, there shall be a Monarch, promulgated by Parliament for life.
b) The Monarch shall adhere to the Constitution on pain of removal by a two-thirds vote of the legislature and a referendum.
c) The executive branch of government shall be led by the Prime Minister, elected in the same procedure as the President has been elected in the Constitution, who shall have the power to:
1. declare a state of emergency
2. propose laws in the legislature
3. call elections at least once every five years
4. conduct the foreign policy of the United Provinces
5. act as Regent in the event that the monarch is incapacitated
Article 2
a)All lands being managed by the Royal Foundation shall revert to the Federal Government.
Article B
The people shall vote on the above amendment, which shall only be promulgated when a majority of both the people and the provinces vote for the above amendment.
