I am finding I have difficulty leveling up offices to three. All the services are there, I have level 5 residential literally adjacent to the office. Yet the office sits just short of maxing out. Yes I have public transit in the area.

Add a few parks- bump up budget allocation to parks/unique buildings to max, 150%. Should help

You can hover over the green house icon next to the levels gauge to see what they require to level up. If it's just short of max it tends to be education related; this might take a while until current workers retire, and a larger ratio of highly educated workforce potentially comes in.
