I don't know. For just about any medium sized power (<30 provinces), offensive is the way to go, and having a default +2 shock modifier difference (if you go ultra offensive while the opposition goes ultra defensive) should not be underestimated.

I think the majority of us who have some MP experience will agree on the fact that defensive is more beneficial on the long run (presuming that your country keeps on growing), thus IMHO the question should be restated: when should someone start to go from offensive into defensive. Apart from the size of the county, which Yoiu rightly point out, I think land tech, and income are as important to take into consideration as well.
