Hi, I'm new!

What's the use of the offensive button - I know what it says with the mouse over it.

Before combat: what do I get if I press it? What happens if I don't press it? In which types of situations should it be used?

Well it gives a 50% increase in offensive operations for 30 days or something. So obviously whenever you want to go on the offensive and you think that you can spare the resources, the 50% increase should provide you with a 0.5 advantage(with those divisions that you have selected) over your enemies for a month, by which time you can of course commit more resources into the continuation of the offensive advantage.

Not quite.

It gives a 50% boost to divisional Supply Efficiency (and hence a 25% boost to divisional Effective Supply Efficiency). This translates into into increased combat effectiveness, quicker organisation regain outside combat, and faster movement speed.

So it does even make sense in a close defensive battle to supply your troops for a offensive, because they will fight (a little) better then :D

I think it's mostly a strategy for ressource and industry rich, but manpower less nations(like GB) to use this feature more often..
