    Research:
    Supply Production (Level 2) technology has been improved.
    The team continues it's efforts towards Level 3.
    Ne procedures for First Aid (Level 1) medical assistance will help cut down on attrition within our armed forces.
    The medical research team is now working on improved Combat Medicine (Level 1)
    New Support Weapons (Level 3) for our Infantry are ready for production, most notably the new 82mm BM obr. 1936 Mortars.

    Army researchers are now looking into better Special Forces (Level 1) Tactics to improve the organisation of our Mountaineers.
    Radio Detection Equipment is ready for use, it could help should enable our KGB listen to Enemy radio communications. It does seem now that we will need radar stations to be able use this equipment, something the researchers hadn't made totally clear, as a punishment they were sent to our Military Academies to train some officers.

    The Octobrist lost their 10% edge, the loss of popularity in the center was translated in an increase in popularity for the left, with all three communist parties gaining support. Ironically the government is still fractured as the Bukharinite Radicals, although close to Communism aren't represented in the government and have now reached the 10% threshold.
    On the right we have an equally distributed movement away from POA National-Socialists, towards the two less extreme right wing factions.

    Overall a slight shift to the left seems like good news.

    This might be interesting to note, it seems that Party Organisation is calculated at the beginning of every month, with temporary changes occurring during the month due to spy activity. Everything is levelled again at the end of the month for a total of 100 or 99,9, here we see that due to support for the Kadets since the 1st of July the have recuperated 0,03 from 0. The Tsarists lost only the organisation gained during the month of June, the same goes for the Social-Revolutionaries . The consequence of this is that part of the gains by the Communist Party were undone at the beginning of the month(-0,11 compared to the last update and 0,06 regained since). It's the first time I've seen it happen this way...

    I had just enjoyed a train ride along the first new stretch of the Lovat East Bank Railroad. From the picturesque station in Andreapol straight through the Forest, loosely following the Lovat from afar up to where the track hadn't been laid yet. The ground was ready, the trees out of the way, only some track was still to be finished. When I got back to the station I was called to the Station's telephone...

    'Tri' was on the line, he was going crazy there in Moscow:

    "The Germans just took Austria today, without even firing a single shot! It seems there was a small political crisis this morning, and now there are Wehrmacht soldiers marching in the centre of Vienna! The Austrians just let it happen, even though the Fascists only had support among 23% of the population, it's crazy!"
    The Anschluss of Austria has happened, Austria is no more. Most worrying is that the Wehrmacht made the trip from München to Vienna (280 km) in just 6 hours. This would indicate they have a substantial amount of Motorised forces fully ready for deployment.

    Research:
    The Reliability (Level 3) of our BT-5 Light Tanks has been improved thanks to the efforts of our Navy Researchers
    Armoured Car Armour (Level 1) is now being looked at, as our BDRM-1's could barely be called 'Armoured', they were mostly just big cars with a lower steel sheet body instead of the normal cabin, and a very potent 12,7mm DShK Heavy Machine-gun in a turret on top.
    Our Medium Tanks, the T-28's were also found to be lacking in armour, and a new 30mm steel Armour (Level 1) design is ready for implementation in both new T-28's and new Su-76 Tank Destroyers.
    Research in this area continues with even better Medium Tank Armour (Level 2) to come.

    The Training (Level 2) for the Ground Crews of our Close Air Support Air Groups has been improved, our naval aviation specialist thinks part of these new training procedures will also be of use to the Ground Crews aboard our future Aircraft Carriers, Morale of our CAS group has taken a boost.

    Increased British Counterespionage efforts are eating into my spy reserve, the focus of our spies in the UK is now almost equally split between Tech Espionage and Counterespionage.
    Lots of spies active in the Soviet Union, luckily they can rarely stay long...

    Research:
    Our team of Electronics experts finished their work on a design for an Encryption Machine (Level 1), this should prevent the enemy from getting sensitive intel when they eavesdrop on our radio communications.
    They are now looking into Radar (Level 1) technology, bouncing waves off objects should help us determine their location, be it our objects, or our enemies'... The resulting Radar Stations should also be able to intercept radio communications from afar.

    The Aicraft Carrier design should look something like the French Carrier Bearn, considering our stolen French technology, and the fact that both our new design and the Bearn would be based on similar-sized Battleship Hull Designs (Normandie-Class and Gangut-Class respectively), the Bearn is still slightly more advanced though.
    Half of the Carrier designers have been tasked with developing a new, more powerful Destroyer Engine (Level 3), the other half were sent away to train officers (0,4) and spies (0,1).
    The Reliability (Level 2) of our T-28 Medium Tanks has been greatly improved thanks to recent design changes.

    Some of the brand new factories around the Urals have taken over some of the tasks formerly handled by the shipbuilders workshops in Sevastopol (mostly T-18, and SU-85 hulls and turret armour plating). This has left an opening for a new project. Chief of the Navy Mikhail V. Viktorov was happy to learn that his shipyards in Sevastopol were allowed to start building ships again... He was even happier when Stalin approved his plan to build another Aircraft Carrier:

    The hull of a new Moskva-Class Escort Carrier CVL has been laid down in Sevastopol, the new ship will, ironically, be called Leningrad, (where it's sister ship, the Moskva is being built, and about halfway to commissioning).

    Now, had Viktorov read the fine print of the order, he would have seen a CVL was approved for construction instead of the full CV he had asked for, which was a lot bigger, but crucially was deemed to expensive (More than twice the price of the CVL) by both the Kremlin, and the Secret Committee at this stage. I guess he will find out when the ship is built, and it's not quite as big as he had hoped.
    His predecessor, now in our Committee Vladimir M. Orlov agreed with the final (CVL) plan, despite his personal preference for Cruisers, as it would be very inefficient to build small amounts of several different ship types. Better to concentrate on 1 type of Capital Ship, and 1 type of Escort, the Destroyer was selected here as our Escort's speed is key to keeping enemy gun-based ships away from our carriers, also our Destroyer technology isn't too far behind. Orlov was quick to point out the need for additional Destroyer Construction in the near future, as without the 2 CVL, our Capital/Escort ratio is only 2/1, which would be the bare minimum for our Carriers, 3/1 would be optimal for small Carrier task Forces, Orlov reckoned.

    I had been pouring over the specifications of the new planes being produced by our Sukhoi, and MiG Aircraft Factories, they have just started building the planes for our Moskva-Class Carriers, we need about 100 per Carrier, this would mean that some can be cannibalized or kept in reserve on support ships during Carrier operations. Each Carrier will get about 50 modified MiG-3 Fighter-Bombers, and 50 modified Sukhoi Su-2 for naval dive bombing. Designers have also helpfully provided a spot to attach an, Air-launched Torpedo, in anticipation of the development, or theft of such Torpedoes.

    Both VIktorov, and Orlov insist that these planes should be run by the Navy, as having the VVS run the planes and the Navy run the ship would slow things down on board, not to mention the additional VVS officers on board taking up valuable space. They argued that the planes are a Carrier's Guns, and should be treated as such. Yakov V. Smushkevich, ex Chief of the Air Force, agreed as he had always seen the VVS as a provider of Support to the Army, to this effect the VVS and Army chain of Command were intertwined. Adding to this role the running of Naval Aviation, especially on a Carrier run by the navy, just seemed overly complicated.

    The denomination "Krylo palubnoy aviatsii" (Deck Aviation WIng, or Carrier Air Group depending on who (which website) is translating) will be used for these new Air Groups. As such the two CAG's that just entered production will bear the denominations 1. KPA and 2. KPA.

    No pictures of these Aircraft are available yet. (I might take the time to Photoshop a MiG-3 onto the deck of a early WWII CV)

    Now in looking over these documents, I was disturbed by the phone. It was 'Tri', again...

    "The Germans are at it again, after Austria, they have now taken possession of the Sudetenland, and with it of the Czech Forts designed to stop a German Invasion! You haven't even heard the worst part yet... Chamberlain, and Sarraut (Instead of the historical Daladier), they just let it happen, Hitler had invited them to Munich, told them a story about oppressed German Minorities, and about how Germany would be prepared to go to war for the Sudetenland... The Czechs said no, of course... but then the Allies said they wouldn't declare war on Germany if it took possession of the Sudetenland... the Czechs had to fold, as they made no chance against the Germans all alone. Mussolini was there to, and he was clearly trying to gain Hitler's favour, as they have very similar fascist Ideologies. Now maybe we should look into acquiring territory like these lying Fascists, maybe Finland? I sure hope we won't go down the road of those weak Capitalists.... Chamberlain... < chuckle > ... You know what he said when he landed in London... He said there would be 'Peace in our Time" (mocking voice)... crazy man... but funny...funny...<Laughter>..."

    Well as you can see, 'Tri' is clearly going crazy with all these unbelievable events going on, but it is clear Hitler will not stop, and his military could pose a threat, we still have Poland though, but what could a couple of horsemen do against an Army of German Panzers, with hundreds of Luftwaffe bombers overhead... It would buy us time however. I guess we should watch Poland Carefully.

    The, now German, line of Forts clearly shows where the border used to be... Now the Germans have a fortified Border with the Czechs, instead of the other way around, just by moving the border... How could the Allies possibly ignore this?

    The KGB has temporarily stopped sending spies to the UK, for now, spending on spy training was increased, in anticipation of sending spies to Japan, following a suggestion by external Secret Committee member Eurasia. Potentially this move could increase the quality and amount of naval technology we steal for our navy. It is only logical that the increase in spy training comes out of the navy's research budget. Unless we steal foreign designs, new Destroyer Engines are now more than year away.
    Research:
    A new Light Tank Engine (Level 3) is ready for production, it's a surprise that it took so long to develop, as it is essentially the previous Medium Tank Engine (Level 1), the Mikulin M-17, with some minor modifications it has been called the Mikulin M-17t, and will boost the cruising speed of our BT-5's to 9,5 kph.
    A new type of vehicle is now being developed, Self-Propelled Artillery will essentially be a large Artillery Gun mounted on tracks for added mobility, with some armour plating to protect it, it should be perfectly able to keep up with our Armoured Columns, and provide them with Artillery support on the offensive.

    Supply Production technology has been improved once more (Level 5) we will be able to produce more of them for less once we start producing them of course.
    The team behind the new supply-producing machines has started working on a Decryption Machine (Level 1), which should help us decipher our enemy's coded radio transmissions, once we build radar stations.
    Training for our FIghter Ground Crews (Level 3) has again been improved, which will mean faster repairs, and better morale for our Fighter Units, CAG's should also see a slight benefit
    The Ground Crew Training team proceeds with devising better Ground Crew Training (Level 3) procedures for our CAS and Carrier Based Aircraft.

    All the embassies of Nationalist Spain released a public statement saying: "We are victorious, we won the Spanish Civil War", it seems they are running far behind the facts on the ground.
    In the United States of America, Orson Welles scared the population with his radio adaptation of the H.G. Wells novel "War of the Worlds".

    Somehow this event rounded up both our population's perceived German Threat, and the perceived Japanese threat, to 20, and 30 respectively. This after weeks of no changes in threat. (or maybe I'm seeing a link were there is none? )

    Another meeting reviewing our Infrastructure, as current projects have come close to completion, the heavy Civil Engineering teams need new projects to continue improving our infrastructure, and after a dreary 4 hour meeting it seems the apparatchiks have decided on where to build next. The decision was delegated, but the guidelines came straight through Stalin, from the Secret Committee, along with a long wishlist of infrastructure to be built eventually. There were no surprises:

    -Western White Sea Coast, Archanglesk-Murmansk railroad:
    Infrastructure will be upgraded to 'Level 6' in Kodino and Onega.
    -Lovat East Bank Railroad:
    Infrastructure will be upgraded to 'Level 6' in Andreapol, Toropets and Velikie Luki. To 'Level 7' in Parfino and Marevo.
    -Memel Northern Bank, Minsk-Kaunas-Memel railroad:
    Infrastructure will be upgraded to 'Level 6' in Uzda
    -Southern Bug East Bank, Kyiv-Mykolaiv railroad missing link:
    Infrastructure will be upgraded to 'Level 6' in Arbuzynka
    -Dniepr East Bank, Mariupol-Dnipopetrovsk-Kyiv-Homel railroad:
    Infrastructure will be upgraded to 'Level 5' in Slavutych, Boryspil and Chernihiv.

    Luckily the civil service has people clever enough to understand and implement the followed (and imposed) strategy. The goal for now is to bring infrastructure up to 'Level 7' in all the Provinces behind strategic river lines (all rivers that are sort of well oriented to create a good defensive line, and provinces between the rivers, where forts will be built at a later date). Once this is done we will re-evaluate.

    Our Mobile Warfare (Level 3) Tactics have been brought up to date.
    Spearhead Doctrine research will now focus on elaborating a better Operational Level Command Structure (Level 3)
    The development of 22mm Sloped Medium Tank Armour (Level 2) has lead to the production of strange BT-7 model 'medium' tanks, the BT-7M 'special', a super armoured version of the BT-7 Light Tank with a 45mm Gun. The justification for exchanging the mighty T-28 for the smaller BT7-M 'special' was that the T-28 design could not be modified to use sloped Armour, while this was easy for the BT-7 design. Somehow this BT-7M 'special' is slower than the most recent T-28's while having thinner, but sloped armour, the same engine, gun, and a smaller size.
    (HOI3 baffling me with the implausibility) Let us hope this mongrel will soon be phased out, it might seem effective on paper, but it is even more questionable as a Medium tank than the multi-turreted T-28. Historically the BT-7M could go twice the speed of a T-28 on the road, both with versions of the Mikulin M-17 Engine (450, and 500 hp respectively), T-28 had 20-30mm Armour, and BT-7 had 6-40mm sloped armour. Off road the BT-7M was still faster (50 km/h compared to 37 km/h for the T-28)

    After the BT-7M 'special' fiasco the Armour researchers were told to go and design the biggest, baddest, heaviest of Heavy Tanks they could come up with, in the hope to regain some prestige for out Tank Development program.
    Our BRDM-1 Armoured cars will finally get some 15mm of Amour (Level 1), this can be fitted to existing BRDM-1's and the process of thickening the armour of all our AC Regiments' BRDM-1's will begin shortly.
    The researchers weren't finished however, and continue to look into better Armour (Level 2) for Armoured Cars.

    We are slowly losing our British espionage operation due to having stopped sending replacements, but since we have changed their mission priorities to more spy-hunting and less tech-stealing, our spies have taken 3 British spies down for each one we have lost.

    As a year's worth of new leaders will be commissioned straight out of our Military Academies in the beginning of January next year, no more new Divisions will be delivered in 1938, and there are more Divisions than Commissioned Maj. Generals in our Army, the committee has issued guidelines to give all the available Army leaders suitable commands. These are the first results:
    Special emphasis was given to putting good commanders on the Finnish front as we have claims over Karelia, and Stalin has voiced his intention to press these claims as soon as the international political climate is considered favourable, ie. no significant foreign intervention is likely...

    Army leadership end of year changes part 1/2:
    New leader Lt. General Kirponos SK3, DD has replaced Lt. General Gerasimov A.V. SK3 as commander of XI SK, 7ya Armiya, 3rd Army Group, Brjansk HQ.
    New leader Lt. General Kondratchev SK3, OD has replaced Lt. General Purkaev M.A. SK3 as commander of XIII SK, 7ya Armiya, 3rd Army Group, Brjansk HQ.
    New leader Lt. General Poluektov SK3, FB has replaced Lt. General Dement'ev SK2, FB as commander of XVIII SK, 8ya Armiya, 4th Army Group, Odessa HQ.
    The leaders that were demoted and without assignment in the course of 1938 were given priority for reassignment at the Division level as a gesture of the continued faith the Red Army (and the committee) still puts in their capabilities. Sadly no adequate Army-level command was found for ex-Field Marshall Meretskov SK3, LW, who refused to take a corps, or Division level assignment after having lost his post as commander of 4th Army Group, Odessa HQ. He will be dedicating himself to improving supply handling within the Army, and to teaching new officers, retaining the honorary rank of General for now. Maybe next year he will reconsider.
    All the ex-Lt. Generals accepted the following Division level commands on the Finnish front:
