Field Marshall Egorov (Defensive Docrtine) proposes a plan for infrastructure improvements to the East of large rivers, in order to give defending troops behind these rivers an added advantage, and to protect supply lines from possible advancing Germans ....​

If it's not too late, I vote for Egorov. The war will be decided against the Germans, in the great defensive battles along the river lines. I'd advise the infra and fort construction in depth, to support what you plan to be your last line of defence before Moscow (where I'd build the first forts) and to the south, to support lateral movement behind those lines towards Stalingrad. Nothing where the Germans have a chance of grabbing it, of course.

the following infrastructure improvement projects have been proposed by the Secret Committee:

-Western White Sea Coast, Archanglesk-Murmansk Railroad:
Infrastructure will be upgraded to 'Level 5' in Soroka, Sumskiy Posad, Kamenka, Nyukhcha and Kodino.
-Lovat East Bank Railroad:
Infrastructure will be upgraded to 'Level 5' in Andreapol, Toropets and Velikie Luki.
-Memel Northern Bank, Minsk-Kaunas-Memel railroad:
Infrastructure will be upgraded to 'Level 5' in Udza
-Dniepr East Bank, Mariupol-Dnipopetrovsk-Kyiv-Homel railroad:
Infrastructure will be upgraded to 'Level 4' in Slavutych, Boryspil and Chernihiv. To 'Level 6' in Zaporizhzhya
-Don East Bank, Stalingrad-Voronezh-Moskva railroad:
Infrastructure will be upgraded to 'Level 6' in Pashino, Usman, Krasnolesnyy and Davydovka.
-Southern Bug East Bank, Kyiv-Mykolaiv railroad missing link:
Infrastructure will be upgraded to 'Level 5' in Arbuzynka
All these projects should improve supply on our side of large rivers, as in Field Marshall Egorov's Proposal. The exception being the first project meant to improve supply to the Northern Finnish Front, and the Naval Base at Murmansk, thus answering General Eideman's concerns.

After the end of the meeting a pleasant surprise waited for the Members of the Secret Committee:

A production-ready prototype of a new type of Fighter, taken on a test flight by 'Chteyre', our Air Force informant, performed an unscheduled landing on the small camouflaged airstrip outside the secret bunker, Smushkevich was delighted.

The new Mikoyan-Guerevich MiG-3 is based on existing Technology, but was designed with a slightly different purpose in mind. The designers called it a Multi-Role Fighter. The design for this type of plane allows for bombs to be carried, while maintaining some dogfighting ability, especially after the bombs have been dropped. It's slower than our Polikarpov I-16's but it has a longer range.

The proposed use for this new type of aircraft is as an escort for CAS-type planes like our Sukhoi Su-2 Ivanov, which although effective against ground troops are vulnerable to air attack.

This MiG-3 prototype has a much lower speed (350km/h) than the historical one, which was first built in 1941 and could reach a phenomenal 640 km/h, I guess they used better engines...On the other hand the top speed of my I-16's is a bit higher than the historical one's (Guess we changed the Engines since 1935).

I was having breakfast in my Moscow safe house when the phone rang, it was 'Tri', directly from the cabinet of the Foreign Minister Vyacheslav Molotov:

"The Sino-Japanese war is over! The Chinese just signed a peace treaty handing 'The Chinese Coast' to the Japanese in exchange for the cessation of hostilities, I'll send you a situation map explaining the most recent developments."

This is the map I received with the front lines right before the Chinese Surrender, we will have to wait until tomorrow morning for the post-war map, but I guess it will look pretty similar.

After the loss of Nanjing, Nanchang, Shanghai, and Ningbo to the Japanese in the span of a few days, there was really no point in any further fighting, a surrender was thus negotiated. Note that the capital was moved to Fuzhou.

Let us hope the Japanese don't turn their experienced war machine against our Asian holdings next, or our Mongolian allies for that matter. But if they should, we shall respond in force, of course.

The Japanese have settled for all of the Chinese Coast they captured in the war, and about 400 km inland territory from said coast. The territory they had captured further than 400 km inland was given back to the Nationalist Chinese. Most significant is that in doing so Japan gave away the 'Horses' strategic resource, which helps greatly with supply throughput (+10%).
After the signing of the Treaty, the Chinese capital was moved to Xi'an, as this city had been obtained from the Japanese in the negotiations.
The Japanese have created a new 'Mongolian' (Our allies are the only true Mongols) puppet state called Mengkukuo, in the wedge between Manchukuo and the real Mongolia. This creates a buffer along the part of the Mongolian-Japanese border that is traversable, the rest of the border has no infrastructure to speak of.

The 21st of March 1938, a small restaurant in Moscow, -1,1°C, 8pm Moscow Time,

During my supper, I was interrupted by another call from 'Tri';

"These Japanese they keep redrawing the map, it's getting on my nerves! Now we have to change the one in Stalin's office for the third time in 2 days!"

It seems the Japanese thought their new 'Mongol' puppet Mengkukuo was a bit to small, so they doubled it's territory overnight. It now covers the entire Japan-Mongolia Border between Manchukuo, and the Chinese Warlord State of Xibei San Ma.

Research

A new Gun for our Medium Tanks (Level 3) finished development, the 45mm Model 42. It was integrated in a new tank design, now ready for production, the T-28. This new tank has 4 separate Machine gun Turrets around the Main Gun Turret (Historically the T-28 had a 76,2mm gun, not a puny 45mm, the Mikulin M-17 Engine is however historically accurate), we will have to see if this unique lay-out has any merit in battle once we go to war. Production of these tanks has started to progressively replace the T18's currently in use by our Arm regiments.
Researchers have now started to look at ways to make the new T-28 Medium Tanks more Reliable (Level 3)

A new Barrel (Level 3) for our Anti-Tank Guns has reached production it is called the 76,5mm Pushka obr. 1936, and will progressively replace the existing 57mm Gun now in use. Better Sights have been developed in conjunction with the new barrel to improve accuracy.
Now research is focused on development on better Ammunition & Muzzle Velocity (Level 3) for these new AT Guns.
The overall Efficiency of our Industry (Level 5) has been improved, meaning we can produce more with the same amount of Industrial Complexes.
Possible improvements in the Organisation (Level 2) of our Supply network are now being researched with the aim of increasing Supply throughput.

I was awakened by the phone, I had only just fallen asleep and was understandably angry, and picked up saying:

"This better be something really important for you to call me out of my bed at this hour!"

It was 'Tri' once more, with all his ins and outs at the Kremlin he was apprised of every major political or diplomatic event, before even the Ministers had been informed. He just uttered five sad words:

"The Spanish revolution is over"
It seems the Nationalists captured Barcelona three hours ago, this was the final straw for the Republicans, who after a long and brave fight against fascist aggression, threw in the towel.

Spain will henceforth be known as Nationalist Spain, well, maybe we will do something about that in the future...

The Octobrist trouble makers lost quite a bit of support, they now feel entitled to only 1 cabinet positions, meaning the Government is still 'fractured'.

This worrying shift to the right may be caused by foreign interference, see intelligence, for the amount of spies caught...

10th of May 1938, 3 year Draft, and Officer Training Programme
The 10th of May 1938, Just outside Vologda, 2,4°C, 1pm Moscow Time,

Another 6 AT Regiments are being deployed today, the commissioning of these new regiments meant that the committee could no longer stick it's head in the sand concerning the shortage of officers. There was a hope that by now the Officer Corps would have been reorganised, but this hasn't materialised. We are now lacking 9.979 officers for a proper officer ratio. The plan to effectively diminish this shortage of officers, on the shelf for a while, has now been put into motion after a morning of fleshing out the details. It is two-fold:

First Stalin has given the green light to an important legislative change the official Chief of Staff Boris M. Shaposhnikov has been advocating for more than a year now. Conscription laws are changed to Three Year Draft. Shaposhnikov couldn't care less about officer ratios with his strategy of quantity over quality, he has been overheard saying "Quantity is a quality in it's own right", he wanted the Three Year Draft to further increase available manpower, we advocate it to further increase the pool of people made of "officer-material".

Secondly research into Supply Production (Level 4) has been put on hold temporarily to free up teachers for our officer training programme. The team improving Agriculture (Level 5) has also lost two out of every five researchers to the training programme. This investment has resulted in a training programme capable of delivering 6 officers every day. This means it would take 5 years and 4 months and 19 days to get to 100% officer ratio, and that's only counting existing units and those currently in production. 90% could be achieved in 2 years and 6 months.

The brand new building (1937) for the Mikhail V. Frunze Military Academy in Moscow. On the right; last week, on the left; today and finally training it's first officers. What is not visible are the hundreds of talented professors on the higher floors pulling their hair out trying to re-organise the severely disorganised Officer Corps.

The proposed solution is not ideal, but it should at least prevent further deterioration of the officer ratio. Upgrades have also taken a hit because our reserve Divisions became more expensive to produce with three quarters of men ready for action instead of half, this means some IC had to be diverted to reinforcements. Our Industrial expansion should compensate for these minor side effects, as seven Industrial Complexes will finish construction tomorrow.

The Committee is, as always, invited to comment and advise on this emergency officer training programme.

Good to see that shiny new military academy - are you sure you don't want to increase the officer rate even higher? 1.2 is still quite low comparatively, and with all the extra units coming will be soaked up. Or are you waiting for more conducive conditions later (say a little winter 'training war' against Finland)?

You may remember the Soviet Union Suffers from a Disorganized Officer Corps (LS -15%) Members of the committee do not know when this modifier will be lifted, I do, we will get a cancelling event as soon as we take Viipuri, or if the winter war doesn't happen, when Germany attacks. So for the sake of being realistic, the committee considers that those 15% should be training officers, but they have to Re-organize the Officer Corps first. This measure is mostly designed to get the OR up to about 85% for the Winter War (I know pitiful). So as you say there will be a little 'Trainig war' with Finland, during which conditions will be better for officer recruitment, and the modifier should be quickly lifted as Viipuri will be the number one priority once the war starts. This will result in an automatic boost to Officer Recruitment. (Service by requirement, and 15% extra Leadership)

2nd of June 1938, 'Shest', 'Chteyre', Naval Bomber technology theft
The 2nd of June 1938, Archanglesk Air Base, 5,6°C, 4pm Moscow Time

I had hitched a ride with 'Chteyre' in a Ilyushin DB-3 as he was charged in his role within the VVS to fly this one to Murmansk, with a fuel stop in Archanglesk for a small arctic excercise, with only a temporarily assigned co-pilot / radio operator, there was thus one empty seat in the plane, and I took advantage of it to go and see the progress on the new Archanglesk-Murmansk railroad, I had just stepped off the plane in Archanglesk, when I got handed a message from 'Shest' ' by an unsuspecting maintenance technician. The message was the following:

"Our spies in the French shipyards have delivered once again, this time they stole designs for the Loire-Nieuport LN.401 Naval Bomber, the land-based version. I'm guessing some use will be found for it's technology, especially as our navy will be increasingly based around Carriers, and thus naval bombardment. I have to say our investment in spies for France was well worth it. Let's drink some more to our KGB!"

The Loire-Nieuport LN.401 is a very modern plane with the first flight by a prototype on the 6th April 1938, and the first actual production in 1939. France hasn't built any of these yet, except for prototypes and some LN.140's the 1935 predecessor of the LN.401. Our naval aviation researcher (Yes it's one man, for now, and he took a break from development of the new Aero Engines for this) quickly translated the design so it could be produced in our factories, and with our own engines.

A conversation with 'Chteyre' 'and a quick telephone call with ex Chief of the Air Force / Air Lt. General Yakov V. Smushkevich revealed that building a Group of 100 of these would cost the same as building 372 Carrier-capable single-engine Aircraft loosely based on the Sukhoi Su-2 Ivanov (with less armour to save weight), and the Polikarpov I-16. So all interested parties don't see these Naval Bombers being mass produced. What was interesting however is that somehow acquiring these blueprints gave our naval aviation researcher the idea for launching torpedoes from the sky. He would need some funding an a real research team to make this idea work in practice, probably mounting a torpedo on a carrier-capable Su-2 Ivanov.

This is indeed a useful development, and with that said, I'm off to catch a train that will lead me to the current construction sites of the Archanglesk-Murmansk Railroad, and 'Chteyre' is already taking off again in the Ilyushin DB-3, flying to Murmansk without me.

A new Artillery Barrel & Ammunition (Level 5) to fit it are ready for production, and our 4 Artillery Regiments might one day receive their new 152mm Pushka obr. 1910/34 guns. Replacement of field Artillery is not the priority right now.
A better Carriage for the new gun, and improved Sights 5level 4) are now in development.
New Small Arms (Level 3) designs for our Infantry are ready for production, most notable is the new 7,62mm Mosin-Nagant Karabin obr. 1938.
