Thanks for the explanation - i am currently running a game where I'm taking a right wing autocracy to join the Comintern and it already seems to be affecting the political popularity noticeably. And that has been without any effect from me trying to affect the politics and without any discernible foreign interference. Also something of an experiment to see what happens. And whether it eventually provokes a change in government or ministers available.

On the 12th of October, Stalin, our great leader called with an unexpected question...
He explained that Kalinin had received a letter from
Jambyn Lhümbe, the Mongolian Armaments minister asking whether they could build a wing of our Sukhoi Su-2 Ivanov Close Air Support Aircraft, the letter was co-signed by Ulanhu, their Chief of the Air Force, who was obviously bored out of his mind, Mongolia not having a single plane in it's 'Air Force'. The proposal was that they would pay us 14.9 Million Roubles, and in exchange we would help them build 100 Su-2 planes in their factories.
The committee found that, Mongolia being an Allied Socialist Republic, this was a good idea.
The next day the papers were signed, Mongolia would get it's planes, eventually... Mongolia has only 12 available Industrial Complexes, and later it was discovered that they have a similar deal for 200 serial built Communist Chinese Tactical Bombers. Needless to say it will be some time before any Mongolian SU-2's are deployed.

The 28th of October 1937, Moscow's Bykovo Airport, 1,0°C, 5am Moscow Time

I was about to get on a prototype Lisunov Li-2, Stalin's current official plane. The plane was flying 'empty' to Jaroslavl, and I thought I'd hitch a ride, with pilots being used to carrying non-existing passengers, it wasn't a big deal. 'Chteyre' ' and 'Piat' ' had the same idea, as a meeting was planned in our compound near Vologda in a couple of days, they were both on leave from respectively the VVS, and the Navy.

Just as I was stepping on board, a technician motioned me from a telephone on the hangar wall. A bit angry at whoever was calling for holding up the flight, which might draw attention to our presence, I took the horn:

'Shest' ' was on the other end of the telephone, and he yelled:


THEY'VE DONE IT THEY'VE STOLEN BRITISH TECHNOLOGY. Our KGB, our spies, after more than a year of trying, they finally got their hands on something. They stole the blueprints for the modified Gloster Gladiators the British use on their Aircraft Carriers, the Sea Gladiators

I still scolded him for his lack of procedure, but as I got on board of the plane I was happy. I quickly told 'Chteyre' ' and 'Piat' ' the good news, and both were very enthusiastic. Researching planes that could land on ships was always very low on our priority list, and now we have the know-how, simply by copying it. For the VVS this meant that we could now easily modify existing plane types for more naval roles, with the possibility of landing them on a hypothetical Carrier. For the navy this meant, firstly that the Chief of the Navy Voroshilov, would be very happy (He is a proponent of Carriers and power projection after all), and secondly that designing basic small carriers was within easy reach (An estimate put the research time at 206 days, for an average research team).

I've not played the Soviets but I've read enough to remember, iirc, having a modern navy is a gamble because of needing to catch-up on all the ground-war techs and making sure you've a solid air-force. I'd have a lot of Interceptors, probably 7 or more wingsx3 and lots of CAS too.

I guess if you're good with the Naval-action and a good land general...maybe go for a couple of Fleet Carriers? I can't say I've read an AAR about a strong Soviet carrier-force.:D It might help you defend Soviet air-space too, if you're out off the coast supporting land battles. The RN, should knock out the German-Fleet but there's not guarantee.

I guess it all depends on what you want to risk. I'm okay with risking defeat if I can try something a little different but with the Soviets I doubt I would focus any time on the Navy, since Barbarossa is a pretty hairy beast. But you are HQ, and it's a tough call.:)

The La Coruna pocket seems to have stabilised, and they still have the large port of Ferrol to supply them.
The Republicans reached the Portuguese border in
Vitigudino, let us hope they can keep the door shut, causing possible supply problems for the Nationalists south of there.

The La Coruna pocket has been crushed by the Nationalists
The Republicans at the Portuguese border in
Vitigudino, were cut off from all support by the Nationalists.
The Nationalists have reached
Madrid from the north again, and they are only one province away in the South. Nationalists taking Madrid could now easily cut off all Republican troops east of it.
The South is still cut in two, with the Western half still without a Naval Base.
This looks like the beginning of the end for the Republicans.

The 28th of October 1937, Moscow's Bykovo Airport, 1,0°C, 5am Moscow Time

I was about to get on a prototype Lisunov Li-2, Stalin's current official plane. The plane was flying 'empty' to Jaroslavl, and I thought I'd hitch a ride, with pilots being used to carrying non-existing passengers, it wasn't a big deal. 'Chteyre' ' and 'Piat' ' had the same idea, as a meeting was planned in our compound near Vologda in a couple of days, they were both on leave from respectively the VVS, and the Navy.

Just as I was stepping on board, a technician motioned me from a telephone on the hangar wall. A bit angry at whoever was calling for holding up the flight, which might draw attention to our presence, I took the horn:

'Shest' ' was on the other end of the telephone, and he yelled:


THEY'VE DONE IT THEY'VE STOLEN BRITISH TECHNOLOGY. Our KGB, our spies, after more than a year of trying, they finally got their hands on something. They stole the blueprints for the modified Gloster Gladiators the British use on their Aircraft Carriers, the Sea Gladiators

I still scolded him for his lack of procedure, but as I got on board of the plane I was happy. I quickly told 'Chteyre' ' and 'Piat' ' the good news, and both were very enthusiastic. Researching planes that could land on ships was always very low on our priority list, and now we have the know-how, simply by copying it. For the VVS this meant that we could now easily modify existing plane types for more naval roles, with the possibility of landing them on a hypothetical Carrier. For the navy this meant, firstly that the Chief of the Navy Voroshilov, would be very happy (He is a proponent of Carriers and power projection after all), and secondly that designing basic small carriers was within easy reach (An estimate put the research time at 206 days, for an average research team).

2nd of January 1938, New year's considerations and theft of CVL technology
The 2nd of January 1938, Just outside Vologda, -10,8°C, 9am Moscow Time,

Our secret committee is working hard on proposals for the year to come, by the 9th of January Stalin expects results. The considerations on the table are the following:

-New available ministers, the debate is mostly about the merits of handing the portfolio of Armament Minister to Georgiy D. Bazilevich, an Infantry Proponent who could inspire our research teams to limit Infantry, and Militia Theory decay. Stalin himself is handling this portfolio now, his leadership leads to better efficiency in the supply network resulting in a 20% increase in available supplies.Also under investigation is what effect a Silent Lawyer would have with the Security portfolio.
-The other big topic is what to do with the officers put forward for their skill by their CO's for divisional command. A partial reshuffle of Army leadership will have to happen in order to incorporate these new leaders in the most efficient way.
-Some longer term plans are also under consideration, even possible annexation of some neighbours is being discussed.

During all this I got another call from 'Shest' ', this time respecting protocol, coding his message, he said:

They've done it again. Our KGB has managed to steal French blueprints for a basic Escort Carrier resembling the Hermes-Class Carriers of the UK, the French never built a ship of this type, they don't seem to have bothered to name the project, but with their plans we can. The craziest part seems to be that the spies coordinated as to have one team in Britain steal the plans for Carrier Aircraft, and the other in France stealing those for a Carrier... This might also be a coincidence.

A team of our researchers had been working for about a month on plans for a similar type of ship. They were overjoyed by this development, and immediately started looking into scaling up of this French design to make a design for a Fleet carrier.

Well the research is being handed to me on a platter, 2/3 of the techs to get a fleet carrier were just stolen, at random, from the allies. I just feel like the soviets would have acted upon that, ie at least build 1 CVL, and maybe a CV (the 'Iosif Stalin', anyone?) The carrier would be of use against the Kriegsmarine, and/or the Italians, because it would be possible to keep non-carrier enemy fleets at bay while the CAGs hammer them till they sink (considering I have pretty fast escorts, for example CV+DDx6 should work). A further use could be as a mobile Air base for air support in the Black sea, and the Baltics especially. It would still be a side show of course. We'll see...
In my view one big advantage of the Carrier in this case is that much of the punch of my CV/CVL will depend on the CAG's Air techs/doctrines I would have researched anyway for CAS and Int fighting the Luftwaffe.
Considering the pace of Industrial expansion I think we can afford one CVL at least, the committee is planning to start construction on one once the last DD is built.
In the long term we might swarm the USN/IJN/RN with mass-produced large sort-of primitive carrier groups with very advanced planes, and just play the numbers game in the sky overhead. If my screens are fast enough it might even work against combined fleets... Fast cruiser fleets would still be a problem in the late game however...No naval strategy is perfect...

Not an early Kiev class carrier? Only problem for the Stalin would be the need to make it the pride of the fleet (would anything less do) then having it sunk - a blow to regime standing :oops:.

But human wave carrier fleets late game? i like it! :)

Mars works in mysterious ways, but in this case he has been pretty straightforward...

Yes it surely will, since they share the same practical, a CVL is worth +1,6 Carrier practical knowledge, and a CV +3,4. Moreover I have only one choice for Chief of the Navy, Mikhail V. Viktorov, who likes power projection (-25% Aircraft Carrier Practical Decay).

So this is the plan, by the end of January the Destroyers will be done and work will start on a single CVL, and maybe after that we can build a CV...
Naval construction will off course be very limited, ie one ship at a time until well into Barbarossa probably.
