Field Marshall Egorov (Defensive Docrtine) proposes a plan for infrastructure improvements to the East of large rivers, in order to give defending troops behind these rivers an added advantage, and to protect supply lines from possible advancing Germans ....
If it's not too late, I vote for Egorov. The war will be decided against the Germans, in the great defensive battles along the river lines. I'd advise the infra and fort construction in depth, to support what you plan to be your last line of defence before Moscow (where I'd build the first forts) and to the south, to support lateral movement behind those lines towards Stalingrad. Nothing where the Germans have a chance of grabbing it, of course.
