This is surprising, but it clearly illustrates the fact that we are somehow still at war with 'Finland', the Government in exile, and that this allows any Axis member to jump into that war and attack us at any time, even though we control Finland. Our need for Consumer Goods has thus not increased, meaning we will keep have wartime production for the foreseeable future...

The Norwegian Front
Norway (Surrender Progress / NU): 0,00 / 85,6
Germany (Surrender Progress / NU): 0,0 / 87,8
GNW19:04:40.jpeg

The Wehrmacht has reached Stavanger and the outskirts of Oslo. They have also reached the Heavy Water Reactors in Rjukan... one is left to wonder as to why they they rushed to get to them...
The Dutch Front
The Netherlands (Surrender Progress / NU): 5,90 / 74,3 loss of Eindhoven
Germany (Surrender Progress / NU): 0,0 / 87,8
NthsFront19:04:40.jpeg

The Wehrmacht has reached the Afsluitdijk and taken most of the Zwolle region (irl Groningen and Drenthe provinces put together) in the north of the country, on the Eastern side they have advanced up to the Eindhoven-Steenwijk line, the approaches to Amsterdam and Rotterdam are covered by the Maas/Meuse river delta, so hopefully it will allow for a stronger, longer defence against the German onslaught than what we have seen until now...

Research:
Our Military Theorists have completed the development of Grand Battle Plan tactics, this should allow commanders to retain a better overview of the situation, allowing them to more easily insert new units into the actual fighting.
Now they are looking into improving our mastery of the Mass Assault (Level 4) Doctrine, and simultaneously give the riflemen's morale a boost.
Our Aeronautical researchers were joined by some Finnish Engineers, and have now started to develop another project, Advanced Aircraft Design, a nondescript term for modifying the designing of our aircraft to allow for the installation of radar systems inside the fuselage.
The navy was also happy as a group of Finns, straight from Helsinki Naval Yard was tasked with the design of new Anti-Air Armaments (Level 3) for our Destroyers, they are under Soviet supervision of course.

LS DIstrubution:
Research: 19,60 (+1,8)

Total: 29,03 (+5,51)
With the addition of Finnish scientists, the reorganisation of the Officer Corps Complete, and the added advantages of controlling the Gulf of Finland, our Leadership has reached an as yet unseen level, allowing us to seriously try tocatch up with the Army's need for officers without really jeopardising important research... It is estimated, that with our tolerant occupation policies, 30% of Finnish intellectual leadership is now actively helping us in one way or another...

For some reason the idea of Germans getting heavy water makes me very, very, very uneasy.

On the other hand that Dutch Front will not be easy for the Germans to advance in. Unless they bring in some transports or airborne units to hit the Dutch from a blind side.

Congratulations and felicitations to the Comrades of the Red Army and of course the Secret Committee! I'm sure Some rousing renditions of The Internationale were sung into the small hours - the musicality helped of course by some good Russian vodka!

This is of course 'de jure': In case of victory, open up the vodka and sing The Internationale...

The war is won! And at a cost of less than 10 000 men. It took a while, but nonetheless the real Red Army would have been happy with your results!:)

I'm sure they would have been, compared to the otl bloodbath, 10 000 men is small potatoes...

A period of consolidation, development and watching events develop in the West now beckons. Tri will be busy!

Indeed he will be...

For some reason the idea of Germans getting heavy water makes me very, very, very uneasy.

it makes the whole committee uneasy, luckily we have already started down the path of Nuclear research years ago, just to be sure... We don't plan to use these future weapons, unless they are used against us of course... It's always good to have a really big stick hidden behind the door...

On the other hand that Dutch Front will not be easy for the Germans to advance in. Unless they bring in some transports or airborne units to hit the Dutch from a blind side.

Let's hope it won't be too easy, ... maybe Montgomery's Marines can inspire the dutch army...

The 29th of April 1940, Brzesc-Litewski, 3,8°C, 6am

Another meeting reviewing our Infrastructure, some small changes. There were still no big surprises:

The 20 Infrastructure projects on which only the final touches are still to be done are the following:

-Transsiberian railroad, Kuybyshev-Omsk:
Infrastructure will be upgraded to 'Level 7' in Nagatkino and to 'Level 6' in Sengiley.

-Memel Northern Bank, Minsk-Kaunas-Memel railroad:
Infrastructure will be upgraded to 'Level 6' in Jeremicze and Iwje, and to 'Level 7' in Lida, Mosty and Alytus.

-Dniester North Bank, Odessa-Lwow railroad:
Infrastructure will be upgraded to 'Level 7' in Husiatyn, Rohatyn, and Shodorow.

-Mukhavets East Bank, Lwow-Brzesc-Litewski railroad:
Infrastructure will be upgraded to 'Level 7' in Maloryta, Luboml, and Wlodzimierz Wolynski.

-Vitba North Bank, Vitsyebsk-Riga railroad:
Infrastructure will be upgraded to 'Level 7' in Madona, Rezekne, Daugavpils, and Dagda.

-Don East Bank, Stalingrad-Voronezh-Tula-Moskva railroad:
Infrastructure will be upgraded to 'Level 7' in Kozlov, Glubovskiy, and Panshino.
'Level 1' fortifications in Krasne have been delivered. Work continues on some concrete trenches 'Level 2' in Krasne.

The same strategy has been followed to decide on the next 20 projects which will now start.
Some new projects have started in Northern Finland in preparation for a possible Norwegian Front, in Southern Finland, work has started on an alternative supply line for the Southern Finnish coast and Leningrad around Lake Ladoga.
The first provinces are being upgraded to 'Level 8'.
In the following 20 provinces work will begin, adding an extra track or another hardened road.

-Transsiberian railroad, Kuybyshev-Omsk:
Infrastructure will be upgraded to 'Level 7' in Sengiley and Kuzkino.

-Memel Northern Bank, Minsk-Kaunas-Memel railroad:
Infrastructure will be upgraded to 'Level 7' in Jeremicze and Iwje.

-Eastern Finnmark Coast, Murmansk-Petsamo railroad:
Infrastructure will be upgraded to 'Level 3' in Polyarny, Zapadnaya Litsa, and Petsamo.

-String of Lakes/Rivers around lake Salvijärvi, Petsamo-Lulea railroad:
Infrastructure will be upgraded to 'Level 3' in Kolosjoki, Nautsi, and Ivalo.

-Kholm-Pskov railroad:
Infrastructure will be upgraded to 'Level 7' in Izborsk.

-Don East Bank, Stalingrad-Voronezh-Tula-Moskva railroad:
Infrastructure will be upgraded to 'Level 7' in Kalach, Dubrovskiy, Elanskaya and Bukanovskaya.

-Lake Ladoga East Coast, Tihvin-Sortavala-Viipuri-Leningrad Railroad
Infrastructure will be upgraded to 'Level 4' in Olonets and Svirstroy.

-Neva North Bank, Finnish border railroad:
Infrastructure will be upgraded to 'Level 8' in Osinovets.

-Volkhov East Bank railroad:
Infrastructure will be upgraded to 'Level 8' in Novaya Ladoga and Volhov.
The goal of bringing infrastructure up to 'Level 7' in all the Provinces behind strategic river lines (all rivers that are sort of well oriented to create a good defensive line, and provinces between the rivers) in the Soviet Union, including Eastern Poland and the Baltic Provinces is now done (well almost...), We have now moved the objective to 'Level 8' and restarted the whole process, as well as starting some upgrades in Finland.

Greetings,

'Odin'

The 29th of April 1940, Vologda, 2,2°C, 7pm Moscow Time

After having wrapped up the last report, I received a package straight from 'Shest' ', our man in the KGB. The package had french writing on it:

"L'Ambassade de L'Union des Républiques Socialistes Sovietiques en France,
79 Rue de Grenelle, Paris"
(still the Embassy of the Russian Federation in France today)

It had "Courrier Diplomatique" stamps on all sides.

In the package, which came in a steel container, were top secret documents from the French Navy, more precisely correspondence with British Admirals, and comments about how the French Navy seemed invincible, as it still has all the ships it started with.

Underlined were the parts about the loss of the HMS Nelson, one of the Royal Navy's newest Battleships, to a brand new German Battleship, the Bismarck.
Bismarck's twin Tirpitz, also sunk the British Battle Cruiser HMS Renown, a large and fast, but lightly armoured ship, as well as the Heavy Cruiser Dorsetshire.
It seems that on the 20th or the 21st, Bismarck was sunk by HMS Barham.
All of this information and correspondence proves part of the claims in the newspapers of the respective nations, with German papers claiming that the Bismarck had sunk four Royal Navy Battleships and two Battle Cruisers before going down. And the British papers seemingly forgetting to mention the loss of HMS Renown...

Bismarck.png

Bismarck, going down in flames. This picture is a copy of one carried by the Captain of French Battle Cruiser Dunkerque to keep up his hopes of sinking a Battleship himself. As well as to remind himself of the horror of a thousand man vessel sinking with all hands.
A review of intelligence gathered by part of Cernoje Flote, while transporting a Garrison Division, by sea from Petsamo to Leningrad, yielded the following during the passage around Norway...

GNW21:04:40.jpeg

Besides the presence of the Dutch fleet, of little importance, and the fact that much of the Norwegian Army seems to be holed up in
Oslo, what is most interesting, is that Tirpitz seems to have fled to Kristiansand, probably because of Battle damage sustained in the Eastern Norwegian Trench.
Despite recent some recent success, the tally of Capital ships isn't looking good for the Kriegsmarine:
Kriegsmarine: Loss: 2 BC's, 1 BB, 3 CA's / Sunk: 1 BC, 1 BB, 1 CA
Royal Navy: Loss: 1 BC, 1 BB, 1 CA / Sunk: 2 BC's, 1 BB, 1 CA
Marine Nationale Française: Loss: Nil / Sunk: 2 CA's

From the correspondence our analysts also deduced the sinking of 7 U-boot geschwaders as well as light cruisers Karlsruhe, Königsberg, Emden and Leipzig.
2 British Destroyer Flotillas have also been lost, but 2 Zerstörergeschwaders and 3 German Troop transport Flotillas have been sunk.

After this kind of carnage, will there even be German ships for our CAGs to sink?

Our spies in France seem to have gathered a small goldmine of intelligence on their quest for technology not yet mastered by the Soviet Union. After having entirely destroyed the Sureté, they can operate freely, even their packages to our Embassy seem to have remained untouched during their trip through the french postal service...

There you go, an update on the battle of the Atlantic, well, the part we know of...

Greetings,

'Odin'

Well, not really any surprises. I didn't think the German Navy would be able to hold up against the combined might of the British and French Navies. Kind of shocked to hear they lost some troop transports. I would have thought the German High Command would have tried to protect them better. A major screw up there.

Also I would have thought they would be more careful with their U-Boats.

Now, once France starts to lose ports that MAY change. Their fleets will have to find bases elsewhere. They may end up leaving the British to fight in European waters all by themselves. Add the fact that the German Navy will be able to base Sea Bombers in France and the lowlands...well..the tides may turn.

It all hangs on the fate of France.

Seeing the gray provinces along the German/Dutch line made me think of the movie A "Bridge Too Far".

Anyway, still here and ready for the big-show to unfold.:)

It does look like some kind of reverse 'Market Garden'...if you squint a bit...

You are probably right, once the French navy gets kicked out of the Atlantic for a lack of bases, the Soviet Union might have to step in to keep up the pressure...

The 1st of May 1940, Leningrad, 5,3°C, 10am Moscow Time,

I had gone to Leningrad to witness the deployment of the first 2 Su-122 Self-Propelled Artillery Regiments to 15 MSD, and 36 MSD. These powerful armoured guns should really give these experienced Motorised Rifle Divisions some extra firepower:

Su-122SPArt.jpg

The original Su-122 was first produced in 1942, it had 45mm Armour, a Diesel V-2 500hp Engine, and a 122mm Howitzer.
In this universe, the Su-122 design has only 22mm sloped Armour, but the gun was upgraded compared to the initial design to a 152mm Howitzer,
and the engine to the less powerful but more reliable M-5-400 (originally an American Aeroplane engine design). With less weight and a better engine, this beast might prove even more powerful on the offensive than the historical one...
(I'm also wondering why the picture HOI3 uses for this beast (not this picture) has a smaller gun, and especially why it has Wehrmacht crosses on it, it looks re-purposed and modified by the Wehrmacht...)
I had just been looking at the one that had been parked at Leningrad Air Base for party officials and Red Army officers to look at, when I was motioned to the terminal building, it seems there was a telephone call for me, it was 'Tri':

"Well I can't say I this wasn't expected... Germany has just declared war on Belgium... the Belgians have been mobilised fro quite some time now, and with them joining the Allies before the fall of the Netherlands, this might give an opportunity to Montgomery's Royal Marines to slip over the border and continue the fight from Belgium, if they haven't been captured or pulled out of course, we have very limited information about the facts on the ground in the Benelux... Let's hope the Belgians can hold the line until the Allies can scrambled the men to the defence of northern France... The longer the Allies can hold back the Wehrmacht, the longer we have to prepare for Hitler's inevitable stab in the back..." and then some static before the line went dead.

BelNthsFront01:05:40.jpeg

Belgium and what remains of the Netherlands at the time of the Declaration of War.
Rotterdam is cut off from Belgium so a total surrender of the troops there is more than likely. Any troops in Roosendaal and Middelburg will probably be able to assist in the defence of Belgium, and later France.
Well, that's it for now, for once I have a quiet day, and I will try to enjoy it, until the next update,

Greetings,

'Odin'

The Norwegian Front
Norway (Surrender Progress / NU): 0,00 / 85,5
Germany (Surrender Progress / NU): 0,0 / 87,2
GNW09:05:40.jpeg

Oslo still stands. Some small gains were made by the Germans, including the province of Bo, but none of it is of particular strategic interest.
The Benelux Front
The Netherlands (Surrender Progress / NU): 46,7 / 74,4 loss of Rotterdam and Den Haag
Belgium (Surrender Progress / NU): 12,5 / 72,8 loss of Liege.
Germany (Surrender Progress / NU): 0,0 / 87,8
BelNthsFront09:05:40.jpeg

The Wehrmacht took both Den Haag, and later an encircled Rotterdam. The Netherlands has started withdrawing out of Europe, the new capital being Palembang. Some Allied Units seem to be holding on to Middelburg. But that shouldn't last very long...
The German push into Belgium seems to be coming from the East, and not so much from the north. The fortifications in Liege fell rather quickly, but Antwerpen is still in Belgian hands. Through Arlon the Wehrmacht reached the Meuse River that forms the French Belgian border with Sedan and Longuyon. The Germans still haven't breached through the forts or over the river into France, for now...
German-Soviet Border:
HTanksGorlice09:05:40.jpeg

German Heavy Tanks, of comparable size to our own KV-1's have been spotted in Gorlice by scouts from 116 SD. Should we build another Regiment of KV-1's to be sure to be able to counter them? It seems strange that the Wehrmacht is not using these to steamroll the Allies in the West, it looks like they have little faith in our Non-Aggression pact... As of yet we have placed only Rifle Divisions with the occasional Tank Destroyer on our German Border, so this is their escalation in this border stand-off. Stalin himself is told to have sent a strongly worded letter to Hitler asking him what the Wehrmacht's biggest tanks are doing on his border, far away from any war the Germans are actively involved in...

The French have managed to train another spy-hunter, and he made his first victim. Outnumbered 10-1 and now fully in the sights of our French espionage operation, he shouldn't last long...
Research:
A new standard issue Support Weapon (Level 4) for our Infantry has finished development:
7_62_mm_SG-43_Gorjunov.JPG

The SG-43 Goryunov 7.62mm Machine Gun has a very high rate of fire (500-700 rounds/minute), and thanks to an Air-cooled barrel with Chromium-plated bore, it can keep firing without interruption for minutes on end without overheating. It can be mounted on tripods, wheeled mounts (pictured here) and vehicles, making it very versatile. Mass production has already started to deliver it to every Rifle Regiment in the Red Army...
Our weapons experts are now looking into better Small Arms (Level 4) for our Infantry.
Our Electronics Engineers have improved the overall design of our Radar (Level 2) systems.
They are now trying to devise an Electronic Computing Machine (Level 1) to assist all of our Researchers in their calculations and their handling of large amounts of data.
From the Military Academy, a breakthrough in Operational Level Organisation (Level 4) should, in theory, shorten the time our units need to reorganise after combat before being able to launch another offensive.
Now our Military theorists are looking to improve our grasp of Mechanised Offensives (Level 2), which should improve the organisation of our Motorised Rifle Regiments.

People seem to be turning away from the Government Parties, it is scant comfort that most of them stay on the left (the correct) side of the political spectrum... In the centre a shift from the Social-Revolutionary to the Octobrist faction gave those last ones the support to demand representation, rendering our government 'fractured' again. On the right it seems they are consolidating into the Tsarist faction, this is rather worrying because it could possibly lead to a future demand for a seat at the table from these Monarchists.

If those German Heavy Tanks are Tigers there is little KV-1s will be able to do against them. What do our anti-tank weapons among our infantry look like? If the Germans attack it will be the Soviet Infantry who will have to deal with the assault of the German Heavy Tanks.

Exactly what the committee thought, and the reason why all Rifle Divisions on the Western front have a Regiment of 85mm D-44 AT Guns. (Historically a 1944 gun, 1938 in game terms). These will be updated to something even better by the beginning of 1941. Infantry AT Weapons are level 3 (45mm PTP obr. 1932) and level 4 will soon be put into the research queue. If all else fails, we will probably send hundreds of Il-2's after their Tigers... There is also a Su-85 Tank Destroyer Regiment in nearly every Rifle Corps.

Army:
5 new Art Regiments have been deployed to 92 SD, 40 SD, 93 SD, 94 SD and 35 SD, all part of Far East General Sokolovskij's 10ya Armiya, Far East Theatre.
Army numbers (Brigades/Personnel) Reserves included (these numbers don't include regiments being upgraded):
Front line troops: 551 / 1.653.000
Support troops: 170 / 170.000
Total fighting troops: 721 / 1.823.000

Officers: 67.210 + / 78.190 needed / 85,957 %
Active Leaders: 223 / 125 Reserve
A brand new Garx3, Art Division has started training.
A Garx2 Division has also started training
Even more Su-122's are being produced for another Regiment of SP-Art.

GNW19:05:40.jpeg

Oslo still stands. The Wehrmacht captured only the unimportant province of Etne in the last 10 days. Can you spot the difference on the map?
Could the Germans be short on units in Norway?
The Western Europe Front
The Netherlands (Surrender Progress / NU): 46,7 / 74,4
Belgium (Surrender Progress / NU): 12,4 / 73,0
France (Surrender Progress / NU): 3,00 / 49,5 loss of Sarreguemines. French NU is also very low...
Germany (Surrender Progress / NU): 0,0 / 87,0
BelFraFront19:05:40.jpeg

It seems the Allies managed to seriously slow down the German advance through Belgium, the Germans captured only Leuven and Bastogne, while the Allies recovered Arlon from their grasp.
To pull this off it seems that the Allies must have significantly shrunk the Garrisons in the Maginot-Line, as a result the Wehrmacht has managed to take the heavily fortified province of Sarreguemines, this development is very recent, and it isn't clear yet if it will lead to a breakthrough or if the Allies can contain it. The Germans having posted H Arm, Arm and Par on our common border seem confident enough they won't need them in the West...
Industry Numbers:
Working Industrial Capacity / available capacity: 236 / 318

Work continues on more underground Ammunition storage space, and a larger centralised Command Bunker (Level 6)
In Haradok, a couple of larger Bunkers, and some concrete trenches (Level 2) have been delivered.
Now the same kind of defences (Level 2) will be built in Chalopienicy, in addition to the already present Machine Gun Bunkers.

After an in depth analysis of all the useless French Blueprints our spies have been seeing while trying to steal something worthwhile in France, we have concluded that their technology is now no better than ours in every single way, except, maybe, for some naval doctrines. The GRU as well as the KGB have both reoriented their efforts to creating covert networks of French people loyal to us. This might allow us to execute covert operations if we ever find ourselves at war with the Allies. No new spies will be sent to France.
Research:
The VVS theorists have delivered a model for Tactical Air Command (Level 1), allowing our Bomber wings to stay more organised during ground attacks, allowing them to keep going longer.
Now they are rewriting training manuals, and fine-tuning planes so that our Fighters will become even more Focused on Targeting enemy Fighters (Level 4).

The slow down in Norway could just be that Germans have the troops but not a secure way to get them to Norway. Remember you did report them losing some transport earlier. It could be they don't have a lot of those in reserve. And without the airbases in Oslo paratroops can't be brought in.*

If the Germans really want to break the French lines they could just invade the Swiss and force the French to shift everything south.

Still the French losing a part of the Maginot-Line is, as you say, a sign something has happened to their right flank.

* I've seen the German AI in my Spanish AAR bring in paratroops during the invasion of the UK. At first I thought the AI has carried out a massive airassault as a second wave of the invasion - the first wave being all the seaports it took. But it didn't drop them - the AI just used the captured airbases to bring them in. It was if the AI didn't trust the Troop Transports to survive crossing the British Channel but DID trust its control of the skies. So the AI brought in the paratroops like they were reinforcements. As the UK was full of garrisons at the time it wasn't a bad move.

Report on the state of the Soviet Union for the ten day period between the 20th and the 29th of May 1940,

Army
:
No changed to Army numbers or leadership for the last ten days.
Officers: 67.660 + / 78.190 needed / 86,533 %
Do not cheer too soon about this slight improvement, as the amount of Regiments that will be delivered in the next ten days will bring the OR right back down...

Air Force:
No changes in the Air Force, nor the Navy Air Fleet for the last 10 days
Navy:
No changes in the navy for the last 10 days
Politics / International:
No legislative changes for the last 10 days.
The Norwegian Front
Norway (Surrender Progress / NU): 0,00 / 85,4
Germany (Surrender Progress / NU): 0,0 / 86,9
GNW29:05:40.jpeg

It seems the Norwegians smelled an opportunity, and troops Garrisoning Oslo have taken back Drammen, to the east of the Capital. The Wehrmacht seems to be going straight for Bergen, having captured both Odda, and Eidfjord on the way to the province, which has both a Naval Base and an Air Base. External Committee member "Eurasia" may be right in suggesting that the Germans have no way to bring new units into Norway after their transport were sunk. With much of the Norwegian Army in Oslo they seem to be going for another Air Base...will they try to bring in Paratroopers?
The Western Europe Front
The Netherlands (Surrender Progress / NU): 46,7 / 74,4
Belgium (Surrender Progress / NU): 49,7 / 73,1 loss of Namur and Antwerpen.
France (Surrender Progress / NU): 3,00 / 49,5
Germany (Surrender Progress / NU): 0,0 / 86,9
BelFraFront29:05:40.jpeg

Despite a small setback last time, the Germans are fully on the offensive again in Belgium, they have taken back Arlon, as well as taking the huge port of Antwerpen, the Forests around Dinant, and the woods around Namur, the seat of the Walloon Regional Government and part of the Charleroi-Liege Industrial belt.
The Germans in Sarreguemines, on the other hand, seem to have been contained in the fortified province.

Interesting, that could be why the Germans are now seemingly going for Bergen. Not enough troops to take Oslo, and not enough transports to bring in reinforcements by sea...

Still the French losing a part of the Maginot-Line is, as you say, a sign something has happened to their right flank.

Well, they reacted quickly to face the threat in Belgium, and probably pulled troops from the Maginot Line to be able to do so. This is actually slowing down the Germans, who are only crawling forward in Belgium (compared to previous advances through Poland and the Netherlands...). And, the hole in the Maginot line seems to be, at least temporarily plugged... France seems to be having trouble juggling both, but it's doing well, as there has been no fast push through the Ardennes, and no troops have been encircled (yet, unless the French sent troops by ship to try and save Rotterdam...).

If the Germans really want to break the French lines they could just invade the Swiss and force the French to shift everything south.

They could do that, but the question is: Do they have the men? Taking into account their buildup on the Soviet Border, the long french front, and the need to possibly reinforce Norway. What would also be handy for the Germans, is if Italy were to join the war... I don't think the AI would go as far as executing both Von Schlieffen and Tannenbaum in the same invasion of France... we shall wait and see...

Thanks for the added Analysis, always interesting to have other people's insight on what is happening behind the movement of front lines...feel free to keep speculating, I am surely learning some things (like the German AI sending in Paratroopers through Air Bases...) and a fresh pair of eyes is always handy...

Greetings,

Yes, Italy joining in seems to be the real killer. Once that happens, my own (limited but reasonable) experience is the AI just can't cope with it. And it took a few goes at it before I was able to do it as a human French leader.

Once Italy attacks, I think you want to make sure your defensive plans are all dusted off, as the French won't last much longer (whether because of or heralded by the Stab in the Back), and the Germans may come for you early!

The 8th of June 1940, Kaluga, Armoured Army Group HQ, 7,8°C, 10am Moscow Time.

After months of discussion and consideration, the Red Army and the Secret Committee (through Stalin), have completed the first, and most prestigious part of the overhaul of the Red Army leadership. 'Dva', our man in the Army, picked me up from the Air Base, where I had arrived in one of the brand new Li-2 Transport planes the VVS was showing off during the parade...

Li-2_1940.jpg

The Li-2 is not a very scary plane, but it will surely prove useful. Inspired by the american DC-3, it was built entirely in the Soviet Union, and significant changes happened under the skin, most notably the installation of various Soviet built Engines as well as many small alterations to make it suitable for mass production in the Soviet Union.
'Dva' laid out the first part of the post Winter War reshuffle of the Red Army Leadership, while outside an impressive parade was going on to celebrate the promotions and new postings (demotions because someone better has been found are happening with much less fanfare...). The parameters for who would go where have been slightly altered, as many more potential leaders are available now:
  • Theatres to be lead by low skilled Logistics Wizards, possibly of the Old Guard, since experience gain will be limited anyway. Here no changes were made.
  • Army Groups to be commanded by the most highly skilled commanders in order to improve supply distribution efficiency, with the added point that as a secondary consideration, leaders with more specialist traits would also be preferred over equally skilled ones without them.
  • Army leaders with a maximum of traits are preferred, above-average skill is also a must.
  • Corps will get leaders with a maximum of traits, and decent skill (at least SK2 with 2 traits, or SK3 with 1)
  • Divisions will get the leaders that remain, with a balanced approach to skill levels and the amount of traits (at least all SK1 leaders with no traits will be excluded)
  • At every level, priority will go to Armoured and Guards units before the rest, so that these expensive elite formations get the best leaders.
  • To limit chaos and resentment from the Officers it has been decided to continue the policy of promoting or demoting by one rank per year, so an ex Field Marshall has to be a General for a year before he can be demoted to Lt. General (which might be the optimal rank for his skills at the time). The rhythm of promotions will probably be increased during wartime, when having the right person at the right place has immediate benefits, and grumbling officers are less of a political threat. (This is to give some realism to the process, so leaders don't just jump ranks on their way up, or down...)
Today the changes at Army Group and Army level have been effectuated, as well as the changes at the Corps level for the most elite units, these being the most prestigious and strategically important postings in the Red Army, short of Theatre Commander. The positions not mentioned here have kept their current commander. It is to be noted that both Lt. Generals Popov M.M and Lebedenko owe their promotion to the experience they gained in Finland:

New Field Marshall Christyakov M.N. SK4 will replace now General Chuikov SK4, LW, DD, WS as leader of the 1st Army Group, Leningrad-Archanglesk HQ.
Now Field Marshall Sokolovskij SK4, will replace now General Vassilevskij SK4, LW, BM as leader of the 3rd Army Group, Brjansk HQ.

Now General Malinovskij SK4, LW, OD will replace now Field Marshall Sokolovskij SK4 as leader of 10ya Armiya, Far Eastern Theatre.

Now General Chuikov SK4, LW, DD, WS will replace now Lt. General Govorov SK3, DD, OD as leader of 6ya Armiya, 2nd Army Group, STAVKA.
New General Rokossovsky SK4, OD, BM will replace General Kolpakchi SK3,5, OD, WS as leader of 1ya Armiya, 2nd Army Group, STAVKA.
General Kolpakchi SK3,5, OD, WS has been given the command of the brand new 3ya Armiya, 2nd Army Group, STAVKA. This Army will be held in reserve, with it's troops spread out over several urban areas behind the Northern part of the front. These can be progressively activated after the initial German Assault.

Now General Vassilevskij SK4, LW, BM will replace now Lt. General Gorelen SK3, OD, WS as leader of 7ya Armiya, 3rd Army Group, Brjansk HQ.

Now Lt. General Popov M.M. SK4, DD will replace Lt. General Muzich SK3, DD, OD as leader of the elite XXIX GvSK, 2nd Army Group, STAVKA.

Now Lt. General Gorelen SK3, OD, WS will replace now General Malinovskij SK4, LW, OD as leader of I GvTK, 2ya Tankovaya Armiya, Armoured Army Group, STAVKA.
Now Lt. General Govorov SK3, DD, OD will replace Lt. General Romanenko P.L. SK3, BM as leader of II TK, 2ya Tankovaya Armiya, Armoured Army Group, STAVKA.
Lt. General Muzich SK3, DD, OD, will replace Lt. General Berzarin SK3, OD as leader of II KK, 2ya Tankovaya Armiya, Armoured Army Group, STAVKA.
Now Lt. General Lebedenko SK3, LW, WS will replace Lt. General Kulik SK3, DD as leader of XXVIII MSK, 2ya Tankovaya Armiya, Armoured Army Group, STAVKA.
'Dva' tells me that in ten days, all the other Lt. Generals will have been reviewed and some will probably be replaced. The grand reshuffle continues...

The opportunity was also taken to announce a change in Red Army spending, with more emphasis on heavy weaponry and Support Regiments, and less emphasis on training basic Riflemen. This shift is needed because despite training a Regiment's worth of officers about every 2 days since the beginning of April, the officer ratio has actually regressed because more than that was deployed. We cannot spend more on Officer training (now at 10 LS / 50 Officers/Day) without skimping on essential Research, and we have plenty of riflemen as it is... (1.320.000 approximately, counting only Rifle and Mountain Rifle Regiments, so not counting Guards nor Motorised Rifle Regiments). The shift will be implemented gradually over several months, but the result should be that we end up with more Tanks, Artillery, Engineers, TD's, Motorised Riflemen and a higher Officer Ratio by the start of 1941. Some have also spoken about starting construction on a second Carrier, diverting some industry away from the Red Army...

External Secret Committee members are invited to comment on both changes to the Leader selection criteria, and the change in the nature of Army production.

Today's update with more precise numbers should be ready at noon... (Or tomorrow in this timeline...)

Greetings,

'Odin'
