Who doesn't like a glorious foundation party? I'd be honoured to assist.

I'm still ambivalent about the Turkey in this game, they seem to constantly realign themselves into this spot in the middle of the faction triangle, a bit closer to the Axis, than to the other 2 factions, if the Germans want them in the Axis I think they might succeed, blocking in my future navy, and stabbing the USSR in the Caucasus. I'll do an in depth diplomacy update soon.

In this game, have you sought to influence Turkey yourself, or is it deemed to expensive?

War is cheaper, a lot cheaper, and influencing is too expensive anyway, especially with an officer ratio below 90% and while being slightly behind schedule on doctrines, let alone naval research... So for me the question is, will Turkey remain neutral? (We will leave them be, for now) Or is there a good chance of them ending up in the Axis?(we will conquer Turkey before Barbarossa, and before they get a chance to join said Axis). Thanks for the Cameo.

Sounds logical. Hard to tell what Turkey will end up doing here, but at least being ready to hit them in time before Barbarossa seems prudent.

The Germans have now taken possession of Lodz and they have reached the outskirts of Warszawa.
A bridgehead over the river Vistula has been secured despite the fortifications in Lublin. In the north-west, they captured the Air Base of Torun, just south of Danzig.
The Polish Army has now been routed, and somehow they decided to send 2 more divisions our way, the Soviet border is now manned by 2 Infantry divisions, and a Cavalry division. It is clear the Wehrmacht doesn't really need our help and this war will be over sooner than anyone expected, the capture of Warszawa is reckoned to be enough to force an unconditional surrender... We will, of course, demand what is rightfully ours at the negotiating table.

We have to prepare for a possible confrontation with Japan that would make Sevastopol-Vladivostok convoys to supply the Far East Theatre untenable, very slowly we will be improving the road to the East now.

-Dniepr East Bank, Mariupol-Dnipopetrovsk-Kyiv-Homel-Smolensk railroad:
Infrastructure will be upgraded to 'Level 7' in Chavusy, Slawharad, and Karma.

-Bug North Bank, Mykolaiv-Kyiv railroad:
Infrastructure will be upgraded to 'Level 7' in Mykolaiv, Nova Odesa, Arbuzynka, Lypnyazhka, Uman, Illintsi, and Stryzhavka.

-Don South Bank, Rostov na Don-Stalingrad railroad:
Infrastructure will be upgraded to 'Level 7' in Azov, Cheryumkin, Zernovoy, Karpovka, and Leninskiy.

-Lopan North-East Bank, Stalingrad-Voroshilovgrad-Kharkov railroad:
Infrastructure will be upgraded to 'Level 7' in Belaya Kalitva and Gornyatskiy.

-Voroshilovgrad-Voronezh railroad:

'Level 2' fortifications in Biesankovicy have been delivered. Work has started on the first Machine Gun Bunkers in Haradok.

The same strategy has been followed to decide on the next 20 projects which will now start.
In the following 20 provinces work will begin, adding an extra track or another hardened road.

Infrastructure will be upgraded to 'Level 7' in Golovtsevo and Barysh.

-Dniester North Bank, Odessa-Lwow railroad:

Infrastructure will be upgraded to 'Level 7' in Petropavlovka, Davydovka, Kraslonesnyy, Usman, Dobrinka, Skopin, Donskoy, and Laptevo.
The goal of bringing infrastructure up to 'Level 7' in all the Provinces behind strategic river lines (all rivers that are sort of well oriented to create a good defensive line, and provinces between the rivers) in the Soviet Union is now almost done, next time we will probably start improving infrastructure in Eastern Poland...

This front looks hopeless, unless the Japanese get distracted and get into a fight with the Allies, or go back to finish off Nationalist China.
Our Red Army Commanders have little confidence in our capabilities, possibly overestimating our enemy's strength, no commander is really confident he can hold his front. The notable exception is the Far East, where our numbers are clearly insufficient to hold back the IJA forces deployed in Manchuria. All together, our commanders are asking for Armx46, Motx21, Mtnx9, Infx6. The Arm Regiments would take a year to produce while using up most of our production capacity. It thus seems unrealistic, and even the Committee's most avid supporters of heavily Armoured forces are saying this amount of tanks would jeopardise important investment into infrastructure and Infantry to hold the line, as well as investment in Air power. Maybe a taste of battle will empower our commanders.

All of our Units have commanders now, but their skill might be lacking in battle, we will have to see. We have also trained 9.879 non-commissioned officers, bringing the total up to 60.750 from 50.871. Fulfilment of the Army's need for officers is still another 9.020 NCO's away however, which should negatively impact the Army's abilities in battle. Our most important asset will be numbers, so we cannot dial back training to wait for officer training to catch up. The officer ratio (now 87,059%) is slowly creeping up, so in a few years the picture might be different.

Slightly more than half of the Army has received the latest equipment, the other half is still using various outdated vehicle and weapon types, in the Far East, some divisions are still using WW1 rifles, but with investment in updates going up this will probably change in the near future.

Interesting information about the various fronts and their objectives. Having very rarely used the AI command structure (to any level) in HoI3, I will be following that aspect closely to learn more. A taste of things to come in Finland, before the main event opens against the Hitlerites.

It is good to see you remembered the Defensive Objectives. Otherwise there is that whole "mass charge" in which the units completely leave their lines, charging into enemy territory and forgetting to protect the Motherland. That is a VERY important part of dealing with the AIs.

Interceptors:
1.700 (+800) I-16+'s in 17 (+8) Air Groups in 5 Intx4 Wings
These have all have had both the new M-63 Engines, and the 4x7.62mm ShKAS
The 400 I-16+'s of I. IAD (Intx4) have been deployed to Leningrad.
Close Air Support:
100 = Su-2's in 1 = Air Group in 1 Wing
23. ShAD, or all of our Su-2's have been deployed to Leningrad.
Tactical Bombers:
200 Yak-4's and 200 DB-3's in 4 = Air Groups in 2 Tacx2 Wings.
Both Tacx2 wings I, and II. BAD, or all have been deployed to Leningrad.
Half the DB-3's have been replaced by the new Yakolev Yak-4's as the DB-3 Air frame could not use the larger Shvetsov M-63 Engine. How this new plane was designed with no extra investment is not really clear. All DB-3's will be replaced by Yak-4's.

Naval Air Arm:
300 (+300) Su-2* / MiG-3* 's in 3 (+3) Carrier Air Groups
I KPA is deployed on board the Moskva.
II, and III. KPA have been rebased to Demjansk.
Our Mongolian Allies have all the blueprints and instructions they need to build 200 Level 1 Chinese Tactical Bombers, and 100 of our Sukhoi Su-2 Close Air Support planes. So maybe in the future we will see a small Mongolian Air Force. No single plane has even been built in Mongolian factories, as all of their limited Industrial Capacity is being poured into Ulaanbaatar fortifications for the next 10 months at least.

Our Air Generals and Air Commanders seem to be pretty skilled, and there are ample reserves of capable officers to command future Air Wings. There are thus no worries about the leadership of the VVS and the Naval Air Arm.

[nitpick] Think you meant "Air Army". [/nitpick] Are there separate officer ratios for each server?

I actually meant Naval "Air Arm" like the UK's Fleet Air Arm, India's Naval Air Arm,... as in the part of the navy that flies planes. It seems common enough of a denomination, maybe I should call it the Naval Air Army, or the Air Fleet... This part of the navy is still young, the name can still be changed...
There are officer ratios in neither Navy nor Air Force since TFH, that paragraph was about Air Leaders. I remember that in Vanilla HOI3 every type of Air Group / Ship had an amount of needed officers listed and the officer need went up upon delivery, just like it does with Army Brigades. In TFH this is no longer the case (Air Groups and ships have no more 'officer need' in game), and if I'm not mistaken, that means officer ratio doesn't influence Air battles, nor does it Naval battles.

It was another short break, with cookies and scale models of the latest Air Plane types. Up next was 'Piat' ' with an analysis of the Navy:

'Gentlemen, Ladies, Secretary General,

In the last 1.000 days the Navy has started on a significant new direction, we have started biulding Aircraft Carriers, and I'm glad to announce that despite my initial reticence, I have been personally convinced by the Moskva's sea trials of the usefulness of Carriers, even as main capital ships. We have started building a larger Carrier to fill this main capital ship role, the Kyiv will be able to carry twice as many Aircraft as the Moskva-class, which should give it more than half the raw firepower of a Gangut-class Battleship, (8 vs 15 sea attack) without risk to the ship, and with five times the detection capabilities (5 vs 1 surface detection), not to mention the shooting range is equal to the CAG's operating range. With the addition of the new Air-launched Torpedoes our Carriers will have 2/3 of the Gangut-class firepower (10 vs 15 sea attack)

So how does our navy look now compared to 1.000 days ago?

Our surface ships are divided up into two fleets, both based in
Leningrad right now:

The Red Banner Baltic Fleet, lead by Rear Admiral Kuznetsov SK3, Superior Tactician, it is our main battle fleet with the following composition:
18 kph / 1.500 KM -Closing speed 23.18 kph

- Oktyabrskaya Revoluciya (our flag ship) and Parizhkaya Kommuna, two Gangut-class Battleships. These date back to the last great war, but they can still be useful, especially for shore bombardment. 18 kph / 2.500 km

- Moskva (new), the first of 2 Moskva-class Escort Carriers. It serves to add some Air Support to the Fleet, shielding it from aerial bombardment, and adding some long-range detection and firepower. The next Moskva-Class Carrier will also be added to this fleet. 18 kph / 2.000 km

- Krasnyi Kavkaz , our only Heavy Cruiser. Old and unimpressive, it serves the same role as the Gangut-Class Battleships. 20 kph / 2.500 km
Escorts:

- Profitern, (ex-Svetlana) the lead ship of the Profitern-class Light Cruisers. These are old but sturdy escorts (1915), favourites of mine during the last great war. 23 kph / 2.000 km

- 1. FE, 5. FE, 7. Flotiliya Esmintsev with a total of 15 Norvik-class Destroyers. These old Destroyers (1911) will probably be little more than Cannon fodder, drawing fire away from Capital ships. 25 kph / 1.500 km

- 4. FE and 8. Flotiliya Esmintsev (new) with a total of 10 Gnevnyi-class Destroyers. These Destroyers are more recent (1936) and should be able to actually help in naval battles. 27 kph / 1.900 km

- 3. Flotiliya Esmintsev (new)
with a total of 5 Kiev-class Destroyers. These Destroyers are our most recent Destroyers (these do not really match with any otl destroyers, maybe the Leningrad-class?) and should be able to actually help in naval battles, we should soon start building new ones of this class, with the new 60.000 PS engines they should have the same range as the new Kiev-class Carriers. 29 kph / 2.300 km
The Cernoje Flote (Black sea Fleet), lead by Commander Papanin SK3, Blockade Runner, it is meant to execute and support naval transportation, and amphibious assaults and is composed of the following ships:
15 kph / 2.000 KM -Closing speed 18.80 kph (this fleet runs the risk of being caught with it's pants down, which is why we have a Blockade Runnner)

- Marat a Gangut-class Battleships. 18 kph / 2.500 km

- Chevronaya Ukraina, and Pamiat Merkuriya the two other Profitern-class Light Cruisers. 23 kph / 2.000 km

- 1. TF and 2. Transportnaya Flotiliya (new) with a total of 10 troop-transport ships, capable of carrying up to 24.000 Riflemen, or 10.000 men of a GvTD (Armx2, Mot, Eng), their vehicles and 6.000 more riflemen. 15 kph / 3.000 km
So, to summarise, 10 Destroyers, 5 Troop transport ships, and an Escort Carrier were delivered in the last 1.000 days.

Nothing has changed concerning the Submarine Fleet (23 SS), it is still spread around in the same way, in squadrons of 10-15 (2-3 SS) submarines as it was almost 1.000 days ago, and still mostly consists of a lot of very old submarines. We hope to use them for commerce raiding in the future.
Our Allies, having no coast line, do not contribute in any way to the Comintern's Naval Power...

We will soon start building up our first pure Aircraft Carrier fleet in the Black Sea, this fleet should be made up of Kiev-class (or better) Carriers, and Leningrad-class Destroyers (Kiev-class with the better engine), and have a range of 2.500 km, as well as a high closing speed, meaning it should be able to break away from battles it cannot win, and to position it's Carriers far away from enemy ships in any case.

The main problem for our navy is access to the world's main Oceans,
Leningrad-based fleets could easily be blocked from accessing the Atlantic if Denmark joins the Axis in some way (conquest or DIplomacy). The same goes for Fleets based in Sevastopol and Turkey. Vladivostok is in serious danger from the Japanese, both by land and by sea, if they decide to attack the Soviet Union, so that's not really a feasible option. I just want to press this point for the diplomacy and long-term strategy lecture later-on, we do not want to become cut off from the worlds Sea-lanes.

Interesting discussion of naval capabilities. Will you be taking command of the fleets yourself rather than entrusting them to the AI ( which I think could be fatal)?

I will be taking control of both the Navy and the Air Force, as I don't see how I can make my / the committee's priorities and objectives in those fields clear to the AI. Yes especially for the navy AI control would be suicide...

The AI can do pretty well with subs and you can set up regions to patrol but giving it the surface ships can be bad. Very, very bad. :(

That's interesting, moving subs around is pretty painstaking, especially as we have so many of them, so why not use the AI for those, I'll definitely try it out, there isn't much to lose, except some WWI subs...

After some chatter about the displayed blueprints for the new carrier Kyiv. 'Sem' ' took the stage for a brief presentation on the performance of our Industry.

In the last 1.000 days we have completed a large scale expansion of our Military Industry in the Ural region, we increased the amount of Industrial complexes by 55 from 160 on the 5th of January 1937 to 215 today, or a 34% increase.
Legislative changes and technological advances mean that the effective output of our industry has increased quite a bit more, using the average Industrial Complex of 1936 as a standard, effective capacity has increased by 123 IC (standard 1936 Industrial Capacity), from 161 on the 5th of January 1937 to 284 today, or a 76% increase. The amount of this capacity allocated to production has varied between 68.03 IC and 141.43 IC.

Considering the resources needed to fuel our Industry, it has been calculated that the Soviet Union can sustain 290 effective IC indefinitely without any raw material imports, or improved extraction technology. The limiting factor is Metal, as our Rare Material production can sustain 324 effective IC, and our Energy production 381. This means that with a little trade 310-320 effective IC could easily be sustained while more than breaking even on trade.


Some more estimates have been made about the total output during this 1.000 day period:

The total industrial output was ca. 232,51 kIC.days, meaning the average daily output was 232,51 IC.
The total output for new production (excluding consumer goods, upgrades, reinforcements, and supplies) was 114.09 kIC.days, so the daily average was 114.09 IC.
(These figures were calculated and written down every time a production order was delivered, and assumed unchanged in between deliveries, so while not 100% accurate they provide a very good approximation, which might be just a tad optimistic)
To get an idea of the skill of our industry I have included figures about the practical knowledge of our industry in different fields. The numbers read as follows:
Production knowledge gained through experience (reduction in cost and time for future and current production compared to an arbitrary standard established in 1936)
To simplify: green good, yellow and orange meh, and red and pink bad.

It seems building lots of Tank Destroyers helps here, as well as having our specialised Automotive Industry in Stalingrad

When you build tons of factories, railroads, forts and Air Bases, you get good at building them... really good...
These numbers are a good indication of production priorities during these last 1.000 days, except for Carriers, where we started from nothing.

Our Industrial expansion has been slowed down to a crawl, as our army needs more and more capacity to prepare for the fog of war on the horizon... We will now be building only 3 Industrial Complexes at a time.

In the last 1.000 days we have started improving the defensiveness of the Motherland. The plan for the defence of the Western Front has several components to it:

1. Improve the infrastructure directly behind strategic river lines.

With a total of 96 completed infrastructure projects, of which 86 were in provinces behind strategic river lines, we are fast approaching the goal of 'Level 7' infrastructure behind every strategic river line. The next step will probably be the improvement of infrastructure behind rivers in Eastern Poland.

2. Fortification of Strategic cities, and of provinces between the river lines.
Here we have made some strides with the fortification of Moskva and Leningrad, as well as the 2 province corridor between the Vitba, and the Bjaresina RIver lines. (Biesankovicy, and Chalopienicy) work is ongoing and has recently been stepped up with two city projects (Moskva, and Minsk) and two projects between river lines (Dubrouna, and Haradok).

3. Construction and enlargement of Air Bases behind river lines.
We are aiming for at least 'Level 4' Air Bases right behind the river lines every 200-250 km. That is an attainable goal, more would be better, we keep building 2 projects at a time, hopefully we will be able to increase the size of these base to 'Level 7' or even 'Level 10' eventually. The main idea is to be able to gain Air superiority over parts, or all of the river line by having well-located bases, shortening flying times, capable of repairing a full Intx4 Fighter Wing.

1st of October 1939, Yellow: Pre-existing Air Bases enlarged to 'Level 4', Red: Newly built Air Bases, as you can see some existing bases are located only a couple of provinces behind river lines, and would prove excellent bomber bases. Also visible is the deployment of the Air Force in preparation for possible hostilities with Finland. Due to supply issues and the lack of Air Bases, a large part of the VVS remains in Moscow as reserves.
4. Radar Stations
It is not yet clear what would be the most advantageous setup for the Radar stations in production, but they will surely benefit our defence in one way or another, by gathering intelligence, or bay providing our pilots with real-time guidance. The Committee is invited to hold a panel discussion on this question, preferably before the Radar Installations are deployed...
It is clear that without soldiers or Air Planes to take advantage of them, all these improvements are worthless, so it is only logical that only a small portion of Production is allocated to these things, nevertheless current investment levels should already yield significant benefits for the troops defending on the ground. It is, of course, up to the commanders to make good use of the work that has been done, we will only see if it was worth it once we get into a war with Germany.

That's the gist of the development of military infrastructure in the Soviet Union, I've been told not to bore you with technical details, but if you are interested blueprints of all kinds of bunkers, sections of railway foundations, and technical diagrams of the new radar installations are available during the break.
